2019 FEBRUARY 5 CC/CUA/CPFA/CHA MEETING 2 - <br />Regular Meeting held on the above-given date at 6:06 p.m. in the Council Chamber of City Hall, with Mayor <br />Navarro presiding. <br /> <br />INVOCATION/FLAG SALUTE: Pastor Dane Aaker, Centerpoint Church <br /> <br />CITY COUNCIL ROLL CALL <br /> <br />Council Members Present Staff Present <br />Frank J Navarro, Mayor William R. Smith, City Manager <br />Ernest R. Cisneros, Mayor Pro Tem Carlos Campos, City Attorney <br />Kenneth J. Koperski Carolina R. Padilla, City Clerk <br />Dr. Luis S. González <br />Jack R. Woods <br />Isaac T. Suchil <br /> <br />Council Members Absent <br />David J. Toro (excused) <br /> <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />• Discussion regarding District 3 vacancy and possible appointment to fill the remaining District 3 term. <br /> <br />Staff Presentation <br />City Manager Smith presented to Mayor and Council the possible two options available in filling the District 3 <br />Councilmember vacancy. <br /> <br />Council Discussion <br />CM Suchil indicated to the Council another citizen. Gilbert Dominguez, had come to City Hall and requested an <br />application for the vacancy in District 3; he was informed the application period was closed; Mr. Dominguez <br />was present in the Council Chamber. <br /> <br />City Clerk Padilla informed Council in order to extend the application period, Council would need to meet and <br />direct staff with consensus by Council to extend the application period. <br /> <br />With consensus Council invited Mr. Dominguez to come forward and give a statement for appointment to fill <br />the position for the vacancy in District 3; during the dialogue with Mr. Dominguez and Council it was <br />determined he is not a registered voter in District 3. <br /> <br />Applicant Kenneth K. Koperski was asked to give an introductory statement; followed by questions between the <br />applicant and council. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council; Larry Rivas; Mark Garcia; and Rachel Warner. <br /> <br />Motion and Second by CM Suchil/CM Woods to the appointment of Kenneth J. Koperski as Councilmember <br />for District 3, <br />Vote: Motion carried with CM Toro absent. <br /> <br />OATH OF OFFICE <br />The Oath of Office was administered by City Clerk Padilla to Councilmember-Appointee Kenneth J. Koperski.
