2019 MARCH 19 CC/CUA/CPFA/CHA MEETING 3 - <br /> <br />PUBLIC HEARINGS <br /> <br />(1) Public Hearing - Weed Abatement - TIME AND PLACED FIXED TO CONSIDER A PUBLIC <br />HEARING TO DISCUSS THE CITY’S WEED ABATEMENT PROGRAM. <br /> <br />Mayor Navarro declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Posting of Notice (on file in the City Clerk’s Office) and announced no protest or <br />objections received thereto. <br /> <br />STAFF PRESENTATION <br />Tim McHargue, Fire Chief, informed Council this hearing is for property owners who wish to protest the <br />abatement of weeds on their property; and upon the closing of the public hearing direct the Fire Chief or his <br />designee to abate the state nuisance by having the weeds, rubbish, refuse or dirt removed. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />Motion and Second by CM González/Woods to close the public hearing. <br />Vote: Unanimous <br /> <br />BUSINESS ITEMS <br /> <br />(2) City Manager Employment Agreement - Consider Approval of the Second Amendment to City of <br />Colton City Manager Employment Agreement with William (“Bill”) Smith Providing Him with an <br />Increase in Base Salary and Creating A Cost-Sharing Arrangement Whereby he Contributes a Portion of <br />His Compensation Toward the City’s CalPERS Employer Contribution (Continued From March 5, <br />2019). <br /> <br />Staff Presentation <br />City Attorney Campos presented for Council consideration; and after a detailed background requested staff’s <br />recommendation for approval of the item. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Kathleen Brennan; Natalie Brown; Lisa Lewis; <br />Brandon Norris; Javier Montes; and Annette Lira. <br /> <br />Council Discussion <br />Discussion and discernment presented with comments by Councilmembers and City Treasurer De La Torre with <br />clarification provided by staff; Finance Manager Majors. <br /> <br />Motion and Second by CM González/Toro to approve staff’s recommendation. <br />Vote: Unanimous <br /> <br />*************************************************************************** <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Mark Garcia; Kevin Imre; Blanca Sampson; Anna <br />Jaisway; Christine Irish-Ré; Debbie Jenkins; Gem Montes; and Danny Garcia. <br />
