2019 JULY 16 CC/CUA/CPFA/CHA MEETING 3 - <br /> <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF JULY 16, <br />2019. <br /> <br />GIFT DISCLOSURES <br />Mayor Navarro asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor Navarro asked the members present if there were any brief reports on meetings attended at the expense <br />of the City. (GC Section 53232.3(d). <br /> <br />CM González attended on July 12, 2019 a tour of the facilities for the San Bernardino Valley Water District. <br /> <br />APPOINTMENTS <br /> <br />• Appointment – Planning Commission – Gem M. Montes to District 5 <br />CM Woods presented the name of Gem M. Montes for District 6 on the Planning Commission. <br />Appointment made with consensus and support of Councilmembers present; no objection; so ratified. <br /> <br />• Appointment – Youth Commissioner to Recreation & Parks Commission – Viviana Vasquez to District 4 <br />CM González presented the name of Viviana Vasquez for District 4 as the Youth Commissioner to Recreation <br />& Parks Commission. <br />Appointment made with consensus and support of Councilmembers present; no objection; so ratified. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br />• Discussion and Possible Direction to Staff Regarding Tobacco Licensing <br />Mayor Navarro introduced this item for discussion by Council and possible direction to staff. <br /> <br />Discernment and discussion by Councilmembers present; clarification presented by staff: City Attorney <br />Campos; with consensus of Council, Mayor Navarro gave direction to staff to return by the 2nd Council Meeting <br />in September (09/17/2019) with a proposed Ordinance related to Tobacco Licensing for discussion and possible <br />action; Agenda Report/Ordinance should include information as indicated during Council discussion. <br /> <br />*************************************************************************** <br /> <br />PUBLIC HEARINGS <br /> <br />(1) Public Benefit Agreement - South 215 Gateway Sign – <br /> <br /> TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT <br />THE FOLLOWING RESOLUTION BILLBOARD PUBLIC BENEFIT AGREEMENT FOR THE <br />CONSTRUCTION AND OPERATION OF A PROPOSED DOUBLE-FACED FREESTANDING <br />“GATEWAY SIGN” FOR THE SOUTH ENTRY TO THE CITY ON THE INTERSTATE 215 <br />FREEWAY ON PROPERTY LOCATED AT 2680 S. LA CADENA DRIVE WITH AN EXISTING <br />ADULT ENTERTAINMENT USE (CLUB 215) TO BE CONVERTED/REPLACED WITH A <br />PROPOSED GASOLINE SALES/MARKET USE AND ZONED I-P, INDUSTRIAL PARK.
