Why does Colton need a regional soccer complex and community park? <br />Synopsis: No soccer fields on Colton parks; Turf on School fields is difficult to maintain; 12% <br />increase in young families since 2010; Resident feedback community include a facility for <br />special community events, a dog park, and more children's play areas. <br />How was the concent for the proposed facility developed? <br />Synopsis: Staff, Recreation and Parks Commission and Council identified the need; ICG retained <br />for a conceptual plan and feasibility study. <br />What is included and how is it laid out? <br />Synopsis: Synthetic Soccer Fields; Natural Soccer <br />Water Play Area; Restroom and Concession; <br />Multipurpose Trail; Map outline of the Northern <br />Cross Section of Northern Area.. <br />Fields; Open Space for Events; Play Areas; <br />Community Pooch and Dog Park; and <br />Section, Central Section, Southern Section, <br />What funding strategies can be pursued to pa for it? <br />Synopsis: Funding cost estimate in 2019 dollars ($17,000,000.); Project could be phased over <br />several years depending on funding availability; Funding strategies include: Community <br />fundraising (donor recognition and sponsor opportunities); Public and Private Grants; Use of <br />park funds and other city fund sources; Financing techniques; and in-kind donations and labor. <br />Miscellaneous topics addressed: Annual Maintenance Cost; Paying for maintenance; Naming <br />rights; Leasing space; Rental fees; and Funding Strategy starts with an Adopted Master Plan for <br />the Site. <br />DISCUSSION AND COMMENTS <br />Thoughts and ideas recommended for possible consideration were stated by both <br />Councilmembers and Commissioners present: <br />Greater need for Baseball fields vs. Soccer fields; <br />Soccer vs. Sports Complex; <br />Turf use due to recent water restrictions by the State; <br />Frisbee/Lacrosse use; <br />Maintenance noise level for neighboring residents; <br />Alternative site for curved band shell; <br />Field placement that will not affect local residents; <br />Baseball area in Phase One; <br />Multi-purpose usage: walking/biking/exercise stations/basketball area; <br />Multi -use Sports Complex; <br />Park standards; <br />Time frame for Phase Two and/or Phase Three; <br />Involvement and input from local league groups and other youth groups; <br />2015 APRIL 09 JOINT SPECIAL MEETING WITH RECREATION AND PARKS COMMISSION - 2 - <br />
