(6) Acceptance of Drainage Easement on Placid Lane — Accept and approve the recordation of grant of <br />easement from Richard Thomas for drainage purposes of assessor parcel numbers (APN) 0282-421-01 — <br />1585 Placid Lane in the City of Colton. <br />(7) Second Amendment to Professional Services Agreement/Hampton Tedder Technical Services Inc - <br />Approve the Second Amendment to the Professional Services Agreement with Hampton Tedder <br />Technical Services, Inc. for additional compensation in the amount of $8,000 for the Ecology 66 kV <br />Substation Distance Relay Testing Project. The new total compensation is not to exceed $29,800. <br />(8) Successor Agencv/ROPS 15-16B - It is recommended that the Successor Agency to the Redevelopment <br />Agency for the City of Colton ("Successor Agency") adopt Resolution No. SAR-08A-15 approving and <br />adopting a Recognized Obligation Payment Schedule ("ROPS 15-1613") for the period covering January <br />1, 2016 through June 30, 2016, pursuant to Health and Safety Code section 34177, RESOLUTION NO. <br />SAR-08A-15. <br />(9) Colton Housing Authority/Small Claims Court Actions — Review the claims submitted by the Rancho <br />Mediterrania Home Estate Homeowners Association Board of Directors (HOA) to the Authority <br />regarding accruing fines on Authority -owned lots and take action to deny all claims. <br />BUSINESS ITEMS <br />None. <br />MAYOR AND COUNCIL ORAL REPORTS AND COMMENTS <br />Council Members made comments on various issues and activities throughout the community. <br />CITY MANAGER'S REPORTS <br />Informed Council regarding their inquiries related to potential updates to Title 18 of Municipal Code as it <br />relates to set backs and parking requirements; will bring back proposed changes at an upcoming meeting. <br />As of September 2, 2015, the Finance Subcommittee continues to work with staff on options to close the Budget <br />gap for next Fiscal Year and will be bringing these options and recommendations to the entire Council. <br />In addition, City Manager Smith has implemented an administrative hiring freeze for all full-time positions <br />which have a fiscal effect on the General fund; this affects 5 to 10 positions; and considering vacancies on a <br />case-by-case basis; this is in effect until City Council has authorized a fiscal plan moving forward. <br />The next Fiscal Subcommittee is scheduled for September 22, 2015. <br />ADJOURNMENT <br />At 6:41 p.m. Mayor DeLaRosa Adjourned the Regular Council Meeting. <br />Carolina R.
