TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING: ACCEPT <br />TESTIMONY, DETERMINE AND APPROVE BY RESOLUTION THE FINAL <br />PRIORITIZED LIST OF PROJECTS FOR FISCAL YEAR 2014-15. <br />Development Services Director Mark Tomich provided a PowerPoint presentation and summarized <br />the information in the staff report regarding the history of the General Plan Amendment update and <br />the Housing Element of the General Plan for the 2013-2021 planning period. There was discussion <br />and Mr. Tomich answered questions from Council Members. Police Chief Steve Ward also <br />answered questions from Council Members regarding Code Compliance. <br />Mayor Zamora read the title of Resolution No. R-14-14 into the record. <br />Mayor Zamora opened the Public Hearing. <br />City Clerk Gomez announced that the affidavit of publication is on file in the City Clerk's Office <br />and no protests or objections were received. <br />PUBLIC COMMENT <br />None. <br />Motion and second by MPT Suchil/CM Oliva, to close the public hearing. <br />City Manager Stephen Compton and Public Works Director Amer Jakher answered questions from <br />Council Members regarding funding for certain project areas. <br />Motion and second by CM Navarro/Bennett, to move this item and approve staff s recommendation. <br />Unanimous vote. <br />(8) Zoning Text Amendment <br />TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING: A ZONING TEXT <br />AMENDMENT TO STREAMLINE ADMINISTRATIVE AND MINOR <br />DISCRETIONARY PERMIT REVIEW AND APPROVAL PROCESSES. (FILE INDEX <br />NO. DAP -001-133) <br />Mayor Zamora read the title of Ordinance No. 0-03-14 into the record. <br />City Clerk Gomez announced that the affidavit of publication is on file in the City Clerk's Office <br />and no protests or objections were received. <br />Mayor Zamora opened the Public Hearing. <br />Development Services Director Mark Tomich summarized the information provided in the staff <br />report regarding the history of the Design Review Committee (DRC), its purpose and function. Mr. <br />Tomich also restated staff s recommendation to increase the minimum threshold for Architectural & <br />Site Plan Review applications that are approved by the Planning Commission to be increased from <br />15,000 square feet to 25,000 square feet (i.e. Architectural & Site Plan review for building projects <br />up to 25,000 square feet would be approved by the Director).
