Mayor announces the Public Hearing Open. <br />City Clerk submits the Affidavit of Publication and reports on protests or objections <br />thereto. <br />Mayor Zamora read the title of Resolution No. R-56-13 into the record. City Clerk Gomez <br />announced that the Affidavit of Publication is on file in the City Clerk's Office and no protests or <br />objections were received. <br />Associate Engineer Reggie Torres provided an oral report on this item and answered questions <br />from Council Members. <br />Mayor Zamora opened the Public Hearing. <br />PUBLIC COMMENT <br />None. <br />Motion and second by CM Oliva/CM Bennett, to close the public hearing. Motion carried with <br />CM Navarro being absent. <br />Motion and second by CM Oliva/Gonzales, to move the item and approve staff recommendation. <br />Motion carried with CM Navarro being absent. <br />BUSINESS ITEMS <br />(10) Medical Mariivana Dispensaries and Mobile Marijuana Dispensaries - Adopt Urgency <br />Ordinance No. 0-03-13, Amending the City's Municipal Code to Expressly Define and <br />Prohibit the Operation of Medical Marijuana Dispensaries and Mobile Marijuana <br />Dispensaries in the City, ORDINANCE NO. 0-03-13. <br />Interim City Manager Compton provided an oral report and answered questions from Council <br />Members regarding the urgency ordinance. City Attorney Carvalho provided a brief background <br />on mobile marijuana dispensaries. <br />Motion and second by CM Bennett/Gonzales, to move the item forward and approve Urgency <br />Ordinance No. 0-03-13.
