• Goal H-4 - Provide suitable sites for housing development which can <br />accommodate a range of housing by type, size, location, price, and tenure; <br />• Policy H-4.1 — Implement land use policies that allow for a range of residential <br />densities and products, including low-density single family uses, moderate -density townhomes <br />and higher -density apartments, condominiums, and units in mixed-use developments; <br />• Program 12: Provision of Adequate Sites; <br />• Goal H-5 - Mitigate any potential governmental constraints to housing production <br />and affordability; <br />• Program 14: Update the Colton Zoning Code and Development Standards; <br />• Program 15: Update the Colton Zoning Code and Zoning Map; <br />• Program 16: Zoning Regulations and Initiatives for Extremely Low -Income and <br />Special Needs Housing; <br />• Program 17: Permit Processing; <br />• Program 18: Parking Standards; <br />• Program 20: Fair Housing; and <br />• Program 21: Reasonable Accommodation; <br />SECTION 5. Based on the entire record before the City Council and all written and oral <br />evidence presented to the City Council, the City Council finds the Zone Change (both Zoning <br />Map and Zoning Text Amendment) is consistent with the General Plan of the City of Colton <br />because it reflects the recommended zoning districts and categories consistent with General <br />Plan Update adopted by the City Council on August 20, 2013. <br />SECTION 6. The text of the Zoning Ordinance of the City of Colton (CMC Title 18) is <br />hereby amended to establish new and amended zoning districts and development regulations as <br />described in Exhibit A, attached hereto. <br />SECTION 7. The Zoning Map of the City of Colton is hereby amended to add, change or <br />modify the zoning designations for the properties identified in Exhibit B, attached hereto. <br />SECTION 8. The Zoning Map of the City of Colton is hereby amended to add, change, <br />or modify zoning designations in the attached Official Zoning Map identified in Exhibit C, <br />attached hereto. <br />SECTION 9. If any section, subsection, subdivision, paragraph sentence, clause or <br />phrase of this Urgency Ordinance or any part thereof is for any reason held to be invalid, such <br />invalidity shall not affect the validity of the remaining portion of this Urgency Ordinance or <br />any part hereof. The City Council of the City of Colton hereby declares that it would have <br />passed each section, subsection, subdivision, paragraph sentence, clause or phrase hereof, <br />irrespective of the fact that any one or more sections, subsections, subdivisions, paragraphs, <br />sentences clauses or phrases be declared invalid. <br />SECTION 10. Pursuant to Government Code Section 36937, this Ordinance is designed <br />to protect the health, safety and welfare of the citizens of the City of Colton and shall take <br />effect immediately upon the date it is passed by a four fifths (4/5) vote of the City Council. <br />The City Council hereby finds that there is an urgent need to adopt these regulations in order to <br />eliminate the current and immediate threats set forth above. <br />2013 OCTOBER 10 SPECIAL CC/SARDA/CUA/CPFA/CHA MEETING - 4 - <br />
