BUSINESS ITEMS <br />(3) Alternative Voluntary Redevelopment Program – It is Recommended that the Council (1) <br />Adopt Urgency Ordinance No. 0-02-11, An Urgency Ordinance of the City Council of <br />the City of Colton, California, Authorizing the City of Colton to Participate in the <br />Alternative Voluntary Redevelopment Program Pursuant to California Health and Safety <br />Code Sections 34192, Et Seq., Subject to Certain Conditions and Reservations; (2) Waive <br />Full Reading and Pass First Reading By Title Only of Ordinance No. 0-3-11, an <br />Ordinance of the City Council of the City of Colton, California, Authorizing the City of <br />Colton to Participate in the Alternative Voluntary Redevelopment Program Pursuant to <br />California Health and Safety Code Sections 34192, Et Seq., Subject to Certain Conditions <br />and Reservations, URGENCY ORDINANCE NO. 0-02-11 AND ORDINANCE NO. <br />0-03-11 (ITEM PULLED) <br />(4) CSG Advisors, Inc. and UFI, Inc. – Approve and Authorize the City Manager to Execute <br />an Amendment to the Professional Services Agreement with CSG Advisors, (CSG) and <br />Approve an Amendment to the Professional Services Agreement with Urban Futures, Inc. <br />(UFI), Extending the Term of both Agreements and Documenting a Prior Reduction in <br />Compensation on the CSG Agreement. (ITEM PULLED) <br />(5) Filling of Mayoral Vacancy - Discussion, Consideration and Possible Action, either this <br />Evening or Before September 14, 2011, to Appoint a Person to Fill the Unexpired Term <br />of Mayor or to Call a Special Election for such Purpose to be Held on March 6, 2012. <br />City Attorney Derleth corrected the election date stated on the staff report for Item No. 5 <br />regarding the filling of the Mayoral Vacancy, from March 6, 2012 to April 10, 2012. This <br />election would have cost the City approximately $140,550. City Attorney Derleth also noted that <br />if the Council decided on a special mailed ballot election, that date would be March 6, 2012, as <br />stated in Elections Code Section 1500, regarding the established mailed ballot election dates. The <br />estimate received from the San Bernardino County Registrar of Voters for the special mailed <br />ballot election was approximately $80,000. City Clerk Gomez distributed emails received in <br />regards to the Mayoral vacancy process. Exerpts from the emails were read by MPT Bennett. <br />The following citizens addressed the council on this item: <br />Isaac Suchil and Tony Soto. <br />Council Members gave comments regarding the Mayoral vacancy process and their reasons for <br />choosing the appointment process. <br />Motion was made by CM Yzaguirre, seconded by CM Toro, to appoint Sarah Zamora, wife of <br />former Mayor David R. Zamora, to fill the unexpired term and serve as Mayor through <br />December 2014. Motion carried with CM Perez voting no. <br />Supervisor Josie Gonzales came to the podium to give comments and to congratulate the Council <br />on their decision to move forward with the appointment of Sarah Zamora. <br />I AUGUST 2 REG CC/RDA/CUA MEETING -4- <br />
