136 <br />AYES: Three; Rios, Garcia, Huntoon. <br />NOES: Two; Cisneros, Rehrer.. <br />ABSENT: None. <br />Motion carried. <br />RESOLUTION NO. 4698 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, REGARDING APPLICATION FOR <br />CONDITIONAL USE PERMIT, C-9-85. <br />Permits <br />Councilwoman Cisneros recommended approval of a Dance Permit requested <br />by the Gents Organization for Saturday, January 25, 1986, from 4:00 <br />p.m. to 1:00 a.m., at the Colton Armory, which was approved by the Act- <br />ing Chief of Police. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to ap- <br />prove Dance Permit requested by the Gents Organization as outlined. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Elliott requested a Closed Session at the end of the <br />meeting to discuss Litigation, Meet and Confer, and Personnel. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1696 <br />Second Reading <br />City Attorney Edwards presented Ordinance No. 1696 for Second Read- <br />ing, reading it as to number and title only: <br />ORDINANCE NO. 1696 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(Second Reading) ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to pass <br />Second Reading and adopt Ordinance No. 1696. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. David R. Philbrick, President of the Golden State Mobile Home <br />Owners Association, Chapter 936, referred to a proposed ordinance <br />presented to the City Council last October regarding rent stabiliza- <br />tion, respectfully requesting some kind of an answer from the Council <br />on this matter. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:20 p. m., to discuss <br />Matters of Litigation, pursuant to Government Code Section 54956.9 (b) <br />(2), Labor Relations Matters, pursuant to Government Code Sections <br />54956.8 and 54957.6, and Personnel Matters, pursuant to Government Code <br />Section 54957, and reconvened at 9:45 p. m., all Members present. <br />Litigation <br />City Attorney Edwards stated the Mayor has been authorized to sign <br />documents relating to a rate increase from Southern California Edison — <br />Company, as reported by Electric Utility Director Gale Drews. <br />Personnel <br />City Manager Elliott stated he has requested that the City Council re- <br />place him as City Manager and has recommended they begin recruiting for <br />a new City Manager immediately, that he be returned to his former posi- <br />tion as Chief of Police, after which he will seek retirement at a later <br />date. Mr. Elliott stated this was his own decision and he was not <br />pressured by anyone. <br />JAN 7 1986 <br />
