RESOLUTION NO. 4698 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, REGARDING APPLICATION FOR CONDITIONAL USE PERMIT, C-9-85. Permits Councilwoman Cisneros recommended approval of a Dance Permit requested by the Gents Organization for Saturday, January 25, 1986, from 4:00 p.m. to 1:00 a.m., at the Colton Armory, which was approved by the Act- ing Chief of Police. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to ap- prove Dance Permit requested by the Gents Organization as outlined. Unanimous vote. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: City Manager Elliott requested a Closed Session at the end of the meeting to discuss Litigation, Meet and Confer, and Personnel. CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: Ordinance No. 1696 Second Reading City Attorney Edwards presented Ordinance No. 1696 for Second Read- ing, reading it as to number and title only: ORDINANCE NO. 1696 - AN ORDINANCE OF THE CITY OF COLTON AMENDING (Second Reading) ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to pass Second Reading and adopt Ordinance No. 1696. Unanimous vote. ORAL COMMUNICATIONS: Mr. David R. Philbrick, President of the Golden State Mobile Home Owners Association, Chapter 936, referred to a proposed ordinance presented to the City Council last October regarding rent stabiliza- tion, respectfully requesting some kind of an answer from the Council on this matter. CLOSED SESSION: The City Council adjourned to Closed Session at 8:20 p. m., to discuss Matters of Litigation, pursuant to Government Code Section 54956.9 (b) (2), Labor Relations Matters, pursuant to Government Code Sections 54956.8 and 54957.6, and Personnel Matters, pursuant to Government Code Section 54957, and reconvened at 9:45 p. m., all Members present. Litigation City Attorney Edwards stated the Mayor has been authorized to sign documents relating to a rate increase from Southern California Edison — Company, as reported by Electric Utility Director Gale Drews. Personnel City Manager Elliott stated he has requested that the City Council re- place him as City Manager and has recommended they begin recruiting for a new City Manager immediately, that he be returned to his former posi- tion as Chief of Police, after which he will seek retirement at a later date. Mr. Elliott stated this was his own decision and he was not pressured by anyone. JAN 7 1986
