R-161-87 and R-162-87, <br />authorizing implementation of the Latch Key Program. <br />ouncilwoman Garcia stated she would like to remove Item No. 9 from the <br />Consent Calendar, regarding Workers Compensation, and have this brought <br />back later for more discussion. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve the <br />Consent Calendar, with deletion of Item No. 9. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Rules of Decorum <br />City Manager Benest reported from a memorandum regarding procedures for <br />addressing the City Council and Rules of Decorum. Mr. Benest stated in <br />December, 1986, the City Council updated the Council Meetings Manual of <br />Procedure to comply with changes to the Brown Act. Staff proposes to <br />print the Procedures for Addressing the City Council on the Agenda as a <br />Notice to the Public prior to the Consent Calendar Notice. <br />Mr. Benest said it is not Staff's intention to censure or prohibit input <br />from the public, but to ensure proper order and decorum and prevent any <br />verbal attacks from individuals, whistles, clapping, yelling, etc. <br />Mr. Benest concluded Staff recommends the City Council adopt the Proce- <br />dures for Addressing the City Council and instruct Staff to print them <br />on the Agenda as a Notice to the Public, effective January 5, 1988. <br />2 <br />
