PUBLIC HEARINGS: U.D.A.G. Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Redevelopment Manager Jennifer Thornberry reported on the Urban Devel- opment Action Grant program, advising that Staff had received three responses, one of which was from the property owner, and Staff now needs adequate time to make further studies of this information. Mrs. Thorn- berry stated that Staff was therefore requesting a continuance of this Public Hearing to the first meeting in December, December 1, 1987. Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to continue the Public Hearing on the Urban Development Action Grant Program to Tuesday, December 1, 1987. Unanimous vote. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Flood Plain Ordinance Ord. No. 0-18-87 City Attorney Edwards stated in the absence of Community Development Director Aguilera, he would suggest introducing the Flood Plain Manage- ment Ordinance for First Reading this evening, and Mr. Aguilera could make a presentation on this matter at the time Second Reading of the Ordinance would be considered. Mr. Edwards also advised that City Clerk Ramos has suggested that the second sentence on the last page of this Ordinance be deleted in order to appropriately advertise a summary. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to pass First Reading and waive further reading of Ordinance No. 0-18-87. Unanimous vote. Code Enforcement Ord. No. 0-19-87 City Attorney Edwards introduced Ordinance No. 0-19-87, regarding Code Enforcement, advising this matter was presented to the City Council at a previous meeting in principal, and now the Council can consider First Reading of the Ordinance. 3
