Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to pass Second Reading and adopt Ordinance No. 0-12-87, and adopt Resolution No. R-91-87. Unanimous vote. ORDINANCE NO (Second Read RESOLUTION NO 0-12-87 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ng) ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. -91-87 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE GENERAL PLAN AS ADOPTED BY RESOLUTION FOR THE CITY OF COLTON. ORAL COMMUNICATIONS: Mrs. Rosalie Rangel, 1457 Bothwell Avenue, requested the City's assis- tance in controlling young people from using an easement along the Flood Control Channel for a hangout and a place to cross back and forth. Mrs. Rangel stated the residents in the 1400 block of Bothwell are very disturbed about this, as it has been going on for quite some time. Public Works Director Hutton stated this easement belongs to the San Bernardino County Flood Control District, and Staff has attempted to contact the District, asking them to put up a higher fence or some other remedy to eliminate the use of this right-of-way. — After additional discussion, Mr. Benest stated the City will follow up on this matter with the County Flood Control District and try to re- solve the problems. Teen Challenge Walk-A-Thon/Banners Mr. Benest advised that after discussions among Mr. Morgan and the Directors of Public Works, Electric Utility, and Human Services De- partment, it has been determined that an existing banner, used at Fleming Park, can be utilized by the Teen Challenge group, which will be coordinated by the Human Services Director, Richard Holmer. Moved by Councilwoman Garcia, seconded by Councilman Rios, approving and authorizing request of Teen Challenge of Southern California for a Walk- A-Thon through Colton on August 10, 1987, and permission to utilize a banner as outlined by Staff. Unanimous vote. City Manager Councilman Rios stated he would like to take this opportunity to con- gratulate our City Manager, Frank Benest, on his first anniversary with the City of Colton. Mr. Rios felt that Mr. Benest has been doing an excellent job, and that the City is growing and progressing rapidly.
