plained the various activities that will be held during that week. <br />Grant Announcements <br />Jennifer Thornberry, RDA Manager, reviewed grants received by the City, <br />and State Park Bond Act monies, totalling approximately $400,000, for <br />the upgrading and renovation of the Carnegie Library Building. Mrs. <br />Thornberry commended Brian Oulman, RDA Planner I, for his diligent work <br />on the grants. <br />Human Services Director Rich Holmer reported on two grants received for <br />the City's Latch Key Program, which will serve all schools within the <br />Colton Joint Unified School District, and aid working parents and their <br />children. Mr. Holmer commended Pam Grady for all of her assistance in <br />preparing these grants for submission to the State. <br />Colton Western Days <br />Mayor Gonzales announced Colton Western Days will be celebrated during <br />the week of October 26 through November 1, 1987, and encouraged every- <br />one to participate in all of the events during that week. <br />PTIRT.TC NPARTMrq- <br />Res. No. R-126-87 <br />Mayor Gonzales declared the Public Hearing open. <br />Personnel Officer Benest submitted the Affidavit of Posting and reported <br />that no protests or objections had been received. <br />Personnel Officer Benest reported on the new position of Community <br />Service Officer, at a salary range of 6.0, which was approved in the <br />1987-88 Police Department Budget, and will be placed in the Police <br />Rank and File Unit. Mr. Benest said Staff recommends adoption of the <br />Job Description for the Community Service Officer and Resolution No. <br />R-126-87. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Councilwoman Garcia stated because this position will be dealing quite <br />extensively with the community, and because Colton has a high Hispanic <br />population, she would like to see the provision of spanish speaking, or <br />bi-lingual, added to the job description. <br />Mr. Benest stated that could be added to the job description. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the Public Hearing. Unanimous vote. <br />3 <br />
