CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JANUARY 4,1996 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: NABAR ENRIQUE MARTINEZ, CITY MANAGE , <br />FROM: GRACIE FERNANDEZ HARMON, PERSONNEL DIRECTOR <br />SUBJECT: REQUEST COUNCIL APPROVE THE UPGRADE OF THE POSITION OF <br />INTERMEDIATE TYPIST CLERK TO THE POSITION OF <br />ADMINISTRATIVE SECRETARY IN THE CITY MANAGER'S OFFICE. <br />DATE: December 21, 1995 <br />BACKGROUND: One of the positions in the City Manager's Office is that of an Intermediate Typist Clerk. <br />The duty of this position is to perform a wide variety of clerical and typing work of average difficulty including <br />reception duties. This position is currently vacant. <br />DISCUSSION/ANALYSIS: This position currently serves as a secretary to the Assistant to the City Manager <br />and City Attorney and assists the City Manager and the Executive Secretary. The City Manager's Office is <br />responsible for varied, complex and often confidential matters that necessitate a position classification of an <br />Administrative Secretary. In addition to processing complex and confidential matters, the City Manager's Office <br />and specifically this position often has the first contact with members of the public, the business community and <br />representatives from other public agencies. <br />The City Manager's Office is the focal point for numerous projects critical to the City of Colton. The added <br />professionalism this upgrade brings to the City Manager's Office will add value to the organization by improving <br />the level of service we provide to the City Council, the citizens of this community and to other organizations that <br />have business with the City. Specifically, the critical projects mentioned above include but are not limited to the <br />following: managing the complaint response system (currently there are 35 logged open complaints and 28 <br />logged complaints were resolved during the month of October 1995), managing the agenda process, the <br />implementation of total quality management, installation of the new information kiosk, the County Medical <br />Center Replacement Project, cable television (including channel three) and the Sanitation /Recycling Division <br />Request for Qualifications process. <br />Attached is a copy of the Administrative Secretaryjob description; salary range is $2,075 - $2,521 per month <br />FINANCIAL IMPACT: This is a general fund position. The additional cost for salary and benefits is <br />approximately $7,239.00 annually. There is adequate funding in the 1995-96 Budget for this position and <br />there are sufficient salary savings in the City Manager's budget to cover this additional cost. <br />RECOMMENDATION: That Council approve the upgrade of the position of Intermediate Typist Clerk to the <br />position of Administrative Secretary in the City Manager's Office <br />Attachment <br />Prepared by: Arleen F.
