CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 1, 2000 <br />TO: Honorable Mayor Pro -Tem and City Council <br />APPROVAL: Hen Garcia, City er <br />FROM: a i amora, ommunit evelopment Director <br />SUBJECT: Specific Plan Amendment, Environmental Assessment to change the <br />Land Use Designation from Industrial Park to Heavy Industrial for <br />approximately 8.8 vacant acres located in the Agua Mansa Industrial <br />Corridor Specific Plan, and Architectural and Site Plan Review to expand <br />an Auto Salvage Storage and Auction Facility. <br />DATE: July 24, 2000 <br />BACKGROUND: <br />On June 13, 2000, the Planning Commission heard and considered an application from <br />Copart Salvage Auto Auctions requesting a Specific Plan Amendment to the Agua Mansa <br />Industrial Corridor Specific Plan for approximately 8.8 acres of vacant land generally located <br />at the southwest corner of Rancho Avenue and La Cadena Drive. The applicant, Copart <br />Salvage Auto Auctions is requesting that the existing land use designation of Industrial Park <br />be changed to Heavy Industrial in order to allow the expansion of their salvage auto storage <br />and auction facility which is located just west of, and contiguous to, the proposed project site. <br />Copart Salvage Auto Auctions' hours of operation are Monday through Friday, from 8:00 a.m. <br />to 5:00 p.m., and employs approximately 22 persons. According to the applicant, they do not <br />anticipate hiring additional employees if their auction site expands. Auctions are held once a <br />week, with an estimated attendance of approximately 180 licensed auto dealers. The auctions <br />are not open to the general public. <br />After hearing and considering the applicant's request, some members of the Commission <br />expressed their concern and opposition to the applicant's type of business and proposed land <br />use in such close proximity to Rancho Avenue and La Cadena Drive. Additional concerns <br />some members of the Commission expressed were related to screening and security of the <br />proposed project. However, staff assured the Commission that these two concerns will be <br />addressed through the Conditions of Approval. <br />Staff explained to the Commission that the applicant's request required a Specific Plan <br />Amendment to change the land use designation from Industrial Park to Heavy Industrial, <br />which would allow their existing use adjacent to the proposed project site to expand. Also, <br />that any other change in land use, such as for automobile wrecking and salvage, the applicant <br />would be subject to a public hearing and the approval of a Conditional Use Permit pursuant to <br />the Agua Mansa Specific Plan. <br />Item #1 <br />
