DATE: July 24, 2000 BACKGROUND: On June 13, 2000, the Planning Commission heard and considered an application from Copart Salvage Auto Auctions requesting a Specific Plan Amendment to the Agua Mansa Industrial Corridor Specific Plan for approximately 8.8 acres of vacant land generally located at the southwest corner of Rancho Avenue and La Cadena Drive. The applicant, Copart Salvage Auto Auctions is requesting that the existing land use designation of Industrial Park be changed to Heavy Industrial in order to allow the expansion of their salvage auto storage and auction facility which is located just west of, and contiguous to, the proposed project site. Copart Salvage Auto Auctions' hours of operation are Monday through Friday, from 8:00 a.m. to 5:00 p.m., and employs approximately 22 persons. According to the applicant, they do not anticipate hiring additional employees if their auction site expands. Auctions are held once a week, with an estimated attendance of approximately 180 licensed auto dealers. The auctions are not open to the general public. After hearing and considering the applicant's request, some members of the Commission expressed their concern and opposition to the applicant's type of business and proposed land use in such close proximity to Rancho Avenue and La Cadena Drive. Additional concerns some members of the Commission expressed were related to screening and security of the proposed project. However, staff assured the Commission that these two concerns will be addressed through the Conditions of Approval. Staff explained to the Commission that the applicant's request required a Specific Plan Amendment to change the land use designation from Industrial Park to Heavy Industrial, which would allow their existing use adjacent to the proposed project site to expand. Also, that any other change in land use, such as for automobile wrecking and salvage, the applicant would be subject to a public hearing and the approval of a Conditional Use Permit pursuant to the Agua Mansa Specific Plan.
