CITY OF COLTON
AGENDA REPORT
For City Council Meeting of August 1, 2000
TO: Honorable Mayor & City Council
APPROVAL: Henry Garcia, City Manager
FROM: Dennis Morris, Human Resource Director
SUBJECT: Approval of the Memorandum of Understanding (MOU) Between the City of
Colton and the Fire Unit.
DATE: July 24, 2000
BACKGROUND: The memorandum of understanding (MOU) with the Fire Unit expired on June
30, 2000. Representatives of the City and the Fire Unit have been negotiating for a successor MOU
over the last several months.
DISCUSSION/ANALYSIS: Representatives of the City and the Colton Firefighters Association
have reached an agreement with a term to June 30, 2003. The successor MOU is attached and the
changes within the agreement will be incorporated into a subsequent comprehensive MOU with the
Fire Unit.
FINANCIAL IMPACT: The three year agreement includes salary increases and a 3% at 50 PERS
retirement benefit. Costs of this agreement are significantly offset by minimum manning savings
which are incorporated into the new MOU. Net costs in the first year are $217,007, followed by net
cost savings of $41,514 in year two (2) and $104,514 in year three (3).
ENVIRONMENTAL IMPACT: None
RECOMMENDATION: Staff recommends that City Council approve the attached MOU with the
Firefighters Association; and authorize staff to sign both the attached MOU and "comprehensive"
MOU on behalf of the City.
PREPARED BY: Dermis Morris, Human Resource Director
Attachment: Exhibit A (Fire)
Resolution
07/25/00
agd080100 Fire .doc
Item #11
