EXMIT "A" <br />SCOPE OF SERVICES & COMPENSATION <br />TASK #1 Conduct a Diversion Study <br />Consultant will utilize the CIWMB's Guide when conducting this study. Consultant will quantify the <br />City of Colton's (City) existing and current waste diversion tonnage. The process will take into <br />account waste prevention (reduction and reuse activities), recycling, and composting programs for the <br />commercial, industrial, and residential sectors. Consultant will gather data from Taormina Industries, <br />recycling centers (buy back and drop off centers), commercial and industrial businesses, and the <br />landfill system. <br />Estimated Cost: $20,000 <br />TASK #2 Conduct a Disposal Study <br />Typically, jurisdictions utilize the disposal data listed in the CIWMB's Disposal Reporting System. <br />However, since this information is believed to be inaccurate, Consultant would perform a disposal <br />study to determine the amount of City waste entering the landfill. This study will include an analysis <br />of (1) all existing disposal data currently attributed to the City, (2) waste collection activities and their <br />relationship to disposal tonnage records, and (3) other waste generators such as self haulers. <br />Estimated Cost: $10,000 <br />TASK #3 Develop and Submit a New Base Year Proposal <br />Consultant will complete a CIWMB Base Year Modification Request Certification form utilizing all <br />information gathered in the diversion and disposal studies. All ofthe documentation required by the <br />CIWMB would be attached to this form. Additionally, Consultant would meet with CIWMB staffto <br />explain the data contained in the request and answer all related questions. Consultant would also <br />attend the related CIWMB hearing(s). <br />Estimated Cost $7,500 <br />Total Fees not to exceed $37,500 <br />A-1 <br />
