City of Colton <br />Agenda Report <br />Council Meeting of August 1, 2000 <br />Page 2 <br />Integrated Recycling Incorporated (George Eowan) is familiar with the City of Colton's <br />Franchised Hauler including its collection systems, and has provided past assistance to <br />the City of Colton in the preparation of its annual diversion reports to the CIWMB. <br />Furthermore, Mr. Eowan has considerable expertise and experience reviewing base <br />year studies as he served five (5) years as the Chief Executive Officer of the CIWMB <br />and was a principal drafter of Assembly Bill 939. Mr. Eowan's expertise and his <br />familiarity with Colton's situation with respect to AB 939 Compliance serves as the <br />basis for staffs recommendation to circumvent the formal bidding process typically <br />associated with awarding professional service contracts. <br />ENVIRONMENTAL IMPACT: <br />None. <br />FISCAL IMPACT: <br />The amount of the attached proposal for the Colton Base Year Adjustment project is <br />$37,500. Revenues were received in the recycling fund Revenue Account # 100-6806 <br />for Fiscal Year 1999/2000 in the approximate amount of $70,000. In order to fund the <br />Colton Base Year Adjustment project, we must adjust Revenue Account #110-6806 <br />upward in the amount of $70,000 to account for recycling revenues received, and <br />appropriate an additional $37,500 in the City Manager's Office Professional Services <br />account #100-6020-6020-2380. The difference remains in the City of Colton's un- <br />appropriated reserves. Upon approval of this request, funding in the amount of $37,500 <br />will be available in account #100-6020-6020-2380. �. <br />Daryl J.`Petfrish, Assistant City Manager <br />Staff recommends that the City Council waive the formal bidding process with regards <br />to the professional services agreement between the City of Colton and Integrated <br />Recycling Incorporated, and approve the attached agreement for the Colton Base Year <br />project in the amount of $37,500. Additionally, staff recommends that the City Council <br />approve an appropriation in the amount of $37,500 to the City Manager's Professional <br />Services account, with the funding source being recycling revenues received as a result <br />of the City of Colton's agreement with its franchised solid waste hauler. <br />Attachments <br />
