Prior to rendering a decision in any proceeding involving a license, permit, contract or <br />other entitlement pending before the city council, any council member who has received been <br />promised a gift or gifts aggregating $50.00 or more in value within the preceding twelve <br />months from a party or parfcipant in the proceeding shall disclose that fact either orally or in <br />writing during open session.
