To the idea of hiring extra help, Fire Chief Hall <br />stated that the idea of constant manning is to cover leave time as it <br />occurs. In analyzing the situation, he stated that options available <br />were to hire the City's own people back when they are off, hire more <br />people, or to close the station if, only two people were present to man <br />a fire station as the City could incur liability. He confirmed that <br />constant manning is cost-effective. <br />Recreation and Human Services Department <br />Recreation and Human Services Director Randy Anstine was present with <br />Child Care Coordinator Lori Fretz and Recreation Specialist Marty Vega. <br />Director Anstine described the many projects offered by his department <br />which includes child care, youth projects, and job training. He <br />emphasized recreation plays a critical role as a deterrent to violence. <br />In addition to offering sports, tutoring, travel trips for young and <br />seniors and aquatics, Director Anstine said that Recreation Services <br />Manager Bengie Ibarra and her staff had received awards for their <br />outstanding work. Director Anstine said the senior service section <br />offers peer contact, nutrition and counseling. Child Care program is <br />located in six individual elementary schools, taking 326 children. <br />Recreation Specialist Vega spoke about his recent involvement in a <br />successful program at Colton Junior High School where approximately 150 <br />youths were referred to him. He believed the program worked because the <br />youth found an outlet and gained confidence in themselves. Mr. Vega <br />reported that this program had been cut from the budget. <br />Director Anstine reported that the personnel line item took the biggest <br />hit. He said that the present budget cuts will force them to be <br />imaginative. He believed that the budget cuts crippled supplies, summer <br />recreation and spring vacation programs. <br />Councilmember Bennett inquired about the equipment which was removed <br />from Municipal Park. Director Anstine said equipment was removed from <br />the playground because of the Community Center construction. Three of <br />the small pieces of equipment are stored at the City yards and the <br />oldest piece of equipment has been dismantled. Councilmember Bennett <br />asked if the City can realize some income from the dismantling. <br />Director Anstine said the City can probably realize some money from the <br />pool -liner since it is all aluminum. Councilmember Cook said perhaps, <br />the revenue derived from recycling the liner can be directed to new <br />equipment. Director Anstine replied that would be a City Manager <br />decision. <br />Councilmember Sandoval asked Director Anstine how he felt about the <br />Parks Maintenance being returned to his department and would it result <br />in a cost savings or increase in service. Director Anstine replied <br />based on the fact that his Department and Department's clients are the <br />big park users, better coordination of both functions would be <br />beneficial.
