City Treasurer Williams summarized that the City has a $10 1/2 million <br />portfolio. It is in good shape; it is liquid and can anticipate a yield <br />a tad under 5%. <br />In the 80's the main focus was on revenue. Presently, the focus is on <br />managing debt; therefore, City Treasurer urged that his services be used <br />in that direction. He stated that his budget comes from the general <br />fund and as his services also benefit the enterprise agencies, he <br />suggested that they allocate his salary to the investment pool. <br />City Clerk <br />City Clerk Helen Ramos gave statistics on services provided by the City <br />Clerk's Office. She stated that she accepted the budget that had been <br />negotiated. City Clerk Ramos said that there would be no lawnmower for <br />the Cemetery. She described her duties as distributed amongst City <br />Clerk's Office, Risk Management and Cemetery. City Clerk Ramos said she <br />was devoting a lot of her time to risk management. At the beginning, <br />she would receive one or two cases a year, now she has 90 claims she <br />must oversee. She espoused that the City can work to reduce liability <br />claims. She mentioned that there was $500,000 on reserve; however, <br />there were two major claims - an electrocution and a facial injury - <br />still pending. She proudly announced that she had renegotiated the <br />lease with Xerox and the City would realize a savings of $14,000. She <br />announced that as a result of a class action, Xerox had recently paid <br />the City an award in the sum of $3,681.00. With further reductions <br />necessary, City Clerk Ramos stated that she was ready to terminate the <br />lease on the small xerox machine in order to realize a $12,000 savings. <br />Summary <br />Interim City Manager Winter reviewed the City Council's concerns which <br />would be discussed and addressed by staff: In the Library, the book <br />budget and carpet would be reviewed; Police Department was okay; the <br />Fire Department was okay; Recreation/Human Services will reconsider the <br />rehabilitation of the playground and restore some funding to the junior <br />high with no comments as to the Treasurer and City Clerk. <br />City Manager Martinez expressed appreciation to the Mayor and City <br />Council on behalf of the staff. <br />ADJOURNMENT: <br />At 6:55 P. M., with consensus of City Council, Mayor Gonzales declared <br />the budget session adjourned to Wednesday, September 28, 1994, at 4:00 <br />P. M., for further budget session. <br />HELEN A.
