ADJOURNED REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 28, 2994 <br />In accordance with notice duly and legally given, an Adjourned <br />Regular Meeting of the City Council of the City of Colton was held <br />on the above given date at 4:00 p. m., in the Council Chambers of <br />City Hall, Mayor Gonzales presiding. <br />ROLL CALL• <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, <br />Cook, Beltran and Mayor Gonzales. Also present were City Manager <br />Martinez, Interim City Manager Winter, Finance Director <br />Chamberlain, Assistant to the City Manager Parrish, City Attorney <br />Biggs and City Clerk Ramos. <br />BUDGET SESSION• <br />Public Works <br />Public Works Director John Hutton, introduced his staff: Mr. <br />Robert Lavin, Water Utility Manager, Gabe Castorena, Parks <br />Superintendent, Randy Rivera, Street Superintendent, Mr. Marshall <br />Partain, Equipment Mechanic Superintendent, Mr. Raul Arciero, <br />Acting Sanitation Superintendent, Mr. Tino Ruiz, Building <br />Maintenance Superintendent, Gilbert Gonzales, Recycyling Program <br />Specialist, Mr. James King, Engineering Specialist. <br />Director Hutton reported the Public Works Budget is status quo. <br />There is a 20 to 30 % reduction in manpower in a vacancy factor. <br />There is no capital outlay that is not funded by state or federal <br />funds. Director Hutton voiced a concern with Account No. 35 - <br />Professional Services with regard to the amount of $57,000 funded. <br />The past fiscal year, the City spent about $135,000 for outside <br />engineering services. <br />Discussion followed on the subject of an in-house engineer. <br />Director Hutton explained the process that took place with regard <br />to recruitment. Councilmember Beltran asked if it was planned to <br />go out to RFP/RFQ. Director Hutton stated that any engineer used <br />by the City must have state approval and meet the state guidelines. <br />If the City continues to use the services of GTS and Associates <br />(Mr. Glenn Wilson) there is none of these problems. Councilmember <br />Beltran said one of the reasons for adopting the ordinance <br />requiring RFP/RFQ was to avoid having to stay with one service <br />company. Director Hutton replied one could not have a bank of <br />consultant engineers due to the fact that one individual is held <br />1 <br />
