ADJOURNED REGULAR CITY COUNCIL MEETING SEPTEMBER 28, 2994 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 4:00 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding. ROLL CALL• Councilmembers present were Bennett, Sandoval, Rios, Cisneros, Cook, Beltran and Mayor Gonzales. Also present were City Manager Martinez, Interim City Manager Winter, Finance Director Chamberlain, Assistant to the City Manager Parrish, City Attorney Biggs and City Clerk Ramos. BUDGET SESSION• Public Works Public Works Director John Hutton, introduced his staff: Mr. Robert Lavin, Water Utility Manager, Gabe Castorena, Parks Superintendent, Randy Rivera, Street Superintendent, Mr. Marshall Partain, Equipment Mechanic Superintendent, Mr. Raul Arciero, Acting Sanitation Superintendent, Mr. Tino Ruiz, Building Maintenance Superintendent, Gilbert Gonzales, Recycyling Program Specialist, Mr. James King, Engineering Specialist. Director Hutton reported the Public Works Budget is status quo. There is a 20 to 30 % reduction in manpower in a vacancy factor. There is no capital outlay that is not funded by state or federal funds. Director Hutton voiced a concern with Account No. 35 - Professional Services with regard to the amount of $57,000 funded. The past fiscal year, the City spent about $135,000 for outside engineering services. Discussion followed on the subject of an in-house engineer. Director Hutton explained the process that took place with regard to recruitment. Councilmember Beltran asked if it was planned to go out to RFP/RFQ. Director Hutton stated that any engineer used by the City must have state approval and meet the state guidelines. If the City continues to use the services of GTS and Associates (Mr. Glenn Wilson) there is none of these problems. Councilmember Beltran said one of the reasons for adopting the ordinance requiring RFP/RFQ was to avoid having to stay with one service company.
