this leeway. <br />Councilmember Cook agreed that additional consideration should be <br />given to increasing the street budget and she would like that <br />looked into immediately. <br />Mayor Gonzales asked if perhaps City Manager Martinez could, at <br />Mid -Year, look into the proposed Barber Green patching machine. It <br />is his understanding that this machine would save the City a <br />considerable amount of money in street maintenance. Councilmember <br />Beltran inquired about the Barber Green machine: Is this a regular <br />machine that is going to lay 20 feet across? What is the cost and <br />will the City have to get more trucks and personnel to transport <br />material and operate the machine? Superintendent Rivera said the <br />cost of the machine is between $80,000 - $100,000. The machine <br />lays a path of 8 ft. to 12 ft. current City trucks and street <br />employees would be able to accomplish the maintenance operation. <br />Councilmember Rios stated the Council needs to be careful not to <br />give the departments a false impression that everything will be <br />okay in six months or at Mid -year. The City will not, all of <br />sudden, have money to do everything. <br />Parks <br />Director Hutton reported there is a 20 to 30 percent reduction in <br />this budget, there are six vacant positions frozen and there is no <br />purchase of equipment. Director Hutton cautioned what the level of <br />service would be; what they can do and with what they have. <br />Councilmember Sandoval raised the question of whether it would be <br />feasible to return the Parks Division to Human Services. Director <br />Hutton responded that the Parks Division has done best where it has <br />been at the longest, in the Public Works Department. This is due <br />in part to the support system from the other Public Works <br />divisions. This type of support, both equipment and personnel, <br />cannot be achieved under Human Services. Mayor Gonzales said the <br />Parks was put back with Public Works, because of the complaints <br />received when it was under Human Services, due to the inability to <br />utilize Public Works resources because they are not under one <br />common umbrella. Under Public Works they have the ability to <br />interact with the other divisions and share equipment and manpower. <br />Councilmember Bennett was concerned that the condition exists where <br />departments feel they cannot interact and assist one another. She <br />stated she did not understand this situation as we are all just one <br />City. It should not matter which department the equipment and <br />personnel are located in. Resources should be available to all <br />City departments. <br />Councilmembers disagreed as to where the Parks would better <br />function.
