Works Divisions centrally located at the Corporate Yards, would <br />r facilitate a spirit of cooperation and allow the equipment and <br />vehicles to be stored in a secure place. <br />Councilmember Beltran asked isn't this the same type of thing that <br />the Council has been referring to the City Manager for his review. <br />City Manager Martinez responded yes; however, it had been <br />educational for him to hear the views of the Council and those of <br />the Department. <br />Corporate Yards <br />Director Hutton stated this budget has no employees or salaries. <br />Director Hutton reported his concern with regard to the replacement <br />of the electronic fueling system. The electrical storm, six months <br />ago, took out the computer system for the fuel. He reported that <br />all of the City's fleet, with the exception of the Fire Department, <br />fuels at the corporate yard and in order to monitor and control <br />usage it is imperative that the system be replaced. This involves <br />an expenditure of $24,000. Assistant to City Manager Parrish <br />reported this had been discussed during the budget meetings and the <br />alternative of not replacing the system is to go to a commercial <br />vendor for fueling. <br />Director Hutton said that the City Council had recently acted to <br />sell surplus property to the A.T.S.F. Railroad and the money from <br />that sale could be utilized to fund the computer system. City <br />Attorney Biggs reported this matter had been looked into. It was <br />discovered that the property, although retained for water purpose <br />use, had been purchased with general fund money and the property <br />had not been conveyed to the Water Utility; therefore the money <br />derived should go back to the General Fund. <br />City Manager Martinez stated that by including the number from the <br />sale of the surplus property and a couple of other adjustments, the <br />deficit has been lowered from the $2,059 million to $1,872,859. <br />Discussion followed with regard to vandalism. Director Hutton <br />stated the yard has an alarm system and the Police Department calls <br />the on-call person to check out the alarm. Director Hutton said he <br />had no knowledge of whether the fuel situation was the result of <br />loss or vandalism. He said he does know that approximately 2 to 3 <br />thousand dollars in fuel a month is going somewhere. Mayor <br />Gonzales asked if staff could look into the possibility of hiring <br />a security guard to reduce the vandalism taking place at the yard. <br />City Manager Martinez and Councilmember Rios stated they would like <br />to see if the Police Department could take care of this situation. <br />Finance Director Chamberlain said right now the fuel is under her <br />direction and it is planned to transfer this function as well as <br />the Stores to the Electric Utility. <br />Auto Shops <br />5 <br />
