Graffiti Program <br />Director Hutton reported the graffiti program is funded from the <br />Community Development Block Grant Fund. Councilmember Sandoval <br />asked if it was correct that there is only one person, sometimes <br />assisted by restitution workers, performing the graffiti removal <br />function. He asked if it was also correct that last year there <br />were two positions; one sandblasting and one painting. Director <br />Hutton said that was correct; however, one of the positions is <br />frozen. <br />Discussion followed as to whether graffiti had gone up or had been <br />reduced; the need for another sandblaster, the ongoing efforts of <br />the Chamber of Commerce to eradicate graffiti and raise funds for <br />equipment for the City. Council applauded the efforts of Mr. Al <br />Negrete. Councilmember Sandoval said he would like to see a <br />greater priority given to this area in the way of an additional <br />person and an additional sandblasting machine. Councilmember Cook <br />felt there was no need to add to the graffiti budget based on the <br />graffiti being reduced by the ongoing efforts of the Chamber of <br />Commerce. Councilmembers Rios and Cisneros joined with <br />Councilmember Sandoval to look towards a greater effort in this <br />area. Councilmember Bennett asked City Manager Martinez to discuss <br />the equipment situation with Mr. Dawson of the Chamber of Commerce. <br />Water. Wastewater <br />Director Hutton introduced Mr. Robert Lavin to present the Water <br />and Waste Water budgets. Water Utility Manager Lavin reported with <br />regard to the Waste Water Budget, there are some numbers that he is <br />still working on with Finance. <br />Councilmember Bennett stated she had learned that part of the City <br />was not being serviced by the City. Mr. Lavin replied that West <br />San Bernardino County Water District does serve a portion of the <br />west end of the City. Councilmember Bennett asked if they paid a <br />franchise fee. Mr. Lavin said they do not pay a franchise fee at <br />the present time. City Attorney Biggs said it is possible for <br />outside water companies to pay franchise fees and she is working on <br />an ordinance that would establish the procedure for the Water <br />Utility. The ordinance would not be retroactive. The fees would <br />be in effect after adoption. <br />Discussion followed on other water utilities serving the City and <br />other utilities in general and their locations. <br />Councilmember Sandoval asked, in taking over the Water Quality <br />Control Plant, how much revenue will the City realize this year and <br />will next year's revenue be more. Manager Lavin replied that the <br />revenue is estimated at $400,000 for this year and $500,000 for <br />next year. Manager Lavin stated the recruitments for the plant had <br />been conducted and the take-over is scheduled for this Friday. <br />VA <br />
