Councilmember Beltran requested that all expenditures for travel, per diem, dinner tickets, donations for staff, Administration Personnel, contract personnel/ consultants and Mayor/City Council be stopped effective immediately and to be issued only upon prior approval and authorization of the City Council. Councilmember Beltran said the following terms were typed in error and asked that they be eliminated from the above request, "donations for staff" and "contract personnel/consultants." After discussion, it was agreed that previously approved requests for per diem and training are still in effect. City Attorney Biggs advised that the City Council can direct the City Manager to present all new requests for travel and per diem to the City Counsel for approval. Councilmember Beltran declared the statement as fair and accepted the proposal. Councilmember Cook seconded the motion and after roll call vote, the motion carried with Councilmember Sandoval voting, "No." Hiring Freeze Councilmember Bennett requested that City Council approve recruitment/hiring freeze, including replacement of existing personnel but excluding inter -department transfers. City Attorney Biggs informed that, for clarification, this action would not effect enforcement personnel, personnel director position and any inter -department transfer so long as there is no increase in salary. There was discussion regarding current vacancies and recruitments; lack of mid -year budget review and the position of personnel director. It was agreed that the one week recruitment period for the personnel director position was not sufficient that the position be re -opened with a three-week period for filing of applications. It was directed that the job announcement include the information that the City of Colton is an affirmative action employer. Motion by Councilmember Bennett, seconded by Councilmember Beltran to approve recruitment/hiring freeze, except for fire- fighter/paramedic and enforcement personnel; except for the personnel director position and except for inter -department lateral transfers. After roll call vote, the above motion passed with Mayor Gonzales voting "No." Purchase/Procurement Freeze Councilmember Bennett cited that the same reasoning for the hiring freeze can be applied to her request for purchases/procurements freeze. 0 A'', 19 1994
