Councilmember Beltran requested that all expenditures for travel, <br />per diem, dinner tickets, donations for staff, Administration <br />Personnel, contract personnel/ consultants and Mayor/City Council be <br />stopped effective immediately and to be issued only upon prior <br />approval and authorization of the City Council. Councilmember <br />Beltran said the following terms were typed in error and asked that <br />they be eliminated from the above request, "donations for staff" <br />and "contract personnel/consultants." <br />After discussion, it was agreed that previously approved requests <br />for per diem and training are still in effect. City Attorney Biggs <br />advised that the City Council can direct the City Manager to <br />present all new requests for travel and per diem to the City <br />Counsel for approval. Councilmember Beltran declared the statement <br />as fair and accepted the proposal. <br />Councilmember Cook seconded the motion and after roll call vote, <br />the motion carried with Councilmember Sandoval voting, "No." <br />Hiring Freeze <br />Councilmember Bennett requested that City Council approve <br />recruitment/hiring freeze, including replacement of existing <br />personnel but excluding inter -department transfers. <br />City Attorney Biggs informed that, for clarification, this action <br />would not effect enforcement personnel, personnel director position <br />and any inter -department transfer so long as there is no increase <br />in salary. <br />There was discussion regarding current vacancies and recruitments; <br />lack of mid -year budget review and the position of personnel <br />director. It was agreed that the one week recruitment period for <br />the personnel director position was not sufficient that the <br />position be re -opened with a three-week period for filing of <br />applications. It was directed that the job announcement include <br />the information that the City of Colton is an affirmative action <br />employer. <br />Motion by Councilmember Bennett, seconded by Councilmember Beltran <br />to approve recruitment/hiring freeze, except for fire- <br />fighter/paramedic and enforcement personnel; except for the <br />personnel director position and except for inter -department lateral <br />transfers. After roll call vote, the above motion passed with <br />Mayor Gonzales voting "No." <br />Purchase/Procurement Freeze <br />Councilmember Bennett cited that the same reasoning for the hiring <br />freeze can be applied to her request for purchases/procurements <br />freeze. <br />0 <br />A'', 19 1994 <br />
