r. <br />Mayor Gonzales declared April 16, 1994 as western San Bernardino <br />Third Annual Special Olympics Day. Ms. Kara Wildman accepted the <br />proclamation. <br />National Library Week <br />Mayor Gonzales declared April 18 to April 23, 1994 as National <br />Library Week. Families for Literacy Coordinator Ruth Martinez <br />accepted the proclamation. <br />ORAL COMMENTS <br />Police Chief's Report <br />Police Chief Cabral distributed a Patrol Division Schedule and <br />described in detail changes made by him in the Police Department <br />which he strongly believed to be of great benefit to the community. <br />He increased the size of the platoons in the patrol division which <br />has heightened visibility of the department out in the field. He <br />stressed that more officers were available to assist with public <br />concerns. <br />Chief Cabral pointed out the department has 6 officers who have <br />received CSTI earthquake preparedness training; 6 officers have <br />hazardous material training; 5 officers have negotiation -team <br />training; and, 5 officers have trained for bicycle patrol. Chief <br />Cabral stated he had attempted to make even distribution of these <br />officers for the best use of talent and skills. He noted that the <br />14 -member SWAT team had been distributed through the department. <br />There is an increase of detective trainees. Chief Cabral is <br />planning the creation of a narcotic street team. <br />Councilmember Cisneros expressed appreciation for the report saying <br />that with rumors flying, it was good to hear from the Police Chief. <br />There was discussion regarding the swat team, the beat; vehicles; <br />bike patrol and Mello -Roos districts coverage. Acting Chief Cabral <br />said that realignment of the department was initiated to provide <br />more support for staff so that the Police Department can reduce and <br />prevent crime and provide more services to the citizens. <br />Mr. Fred Cordova, 198 West "E" <br />police chief delivered such a <br />Cabral. Mr. Cordova voiced <br />charged, did not print facts. <br />Multi -Topics <br />Street, remarked that never has a <br />report and congratulated Chief <br />opinion about The Sun, who, he <br />Mr. John Longfield complimented Vickie Valenzuela, Brian Baden and <br />Rick Nunez of the Public Works Department for their courteous <br />response to his concerns regarding the landscape maintenance.
