Miscellaneous Personnel Items <br />Mr. Mel Albiso asked if Council was considering hiring the finance <br />director and the city manager tonight. Interim City Manager Winter <br />said that the Council would consider hiring the Finance Director <br />tonight; moreover, it would consider setting up a procedure for <br />interview of city manager candidates. <br />On political activity of employees, Mr. Albiso suggested that a <br />procedure be added to allow city employees an inherent <br />responsibility to immediately report when they have been asked to <br />perform an extraordinary task by a candidate running for office. <br />Refuse Issue <br />Mr. Albiso wondered if trash-hauler's contract is not extended will <br />these monies return to the City and will the City generate funds. <br />Interim City Manager Winter agreed that is the question the Council <br />needs to clarify. Mr. Albiso prompted Members not to extend the <br />contracts and to return the accounts back to the City thereby <br />addressing the deficit. City Attorney Biggs asked that discussion <br />on this topic be held until Item No. 29, which follows. <br />Community Center <br />Mr. Albiso agreed there is a need to continue doing something for <br />the kids --do something drastic. The kids need a place to go to. <br />MAYOR AND COUNCIL ITEMS <br />Boards & Commissions <br />Mayor Gonzales reported there were no appointments submitted. <br />Youth Accountability Board <br />Motion by Councilmember Beltran, seconded by Councilmember Cook, to <br />accept staff recommendation to establish a Youth Accountability <br />Board and adopt said resolution. Unanimous vote. <br />RESOLUTION NO.
