City Manager Young joined the plaudits referring to recent events <br />and proclaiming that Chief Bernie Lunsford and the Police <br />Department are great! <br />Finance Director <br />Mrs. Suzann Carr, 1150 North La Cadena Drive, said she found that <br />Interim Director Daroca stays at a hotel from Monday through <br />Wednesday and she asked if the City was paying for her stay? City <br />Manager Young emphatically replied, 11No.11 <br />Conditional Use Permit <br />Mr. Sam Askar, 744 Herbert's Lane, with his partner James Piersall <br />standing nearby, addressed the conditional use permit and City's <br />recent law. He said they had started a business with a previous <br />license for beer/wine. They had been building 6-7 months <br />previously and complained that no one had notified them of changes. <br />When they attempted to renew the beer/wine license, they were told <br />it was suspended. They visited City Hall and found that the City <br />required a conditional use permit. They objected based on the fact <br />that the premises were licensed before the City's changes in its <br />requirements. They feel strongly that they should not be made to <br />pay $2,400 and asked if they could be grandfathered under the <br />previous zoning laws since their business was started under a prior <br />license. <br />Community Development Director was asked if he knew of this <br />situation. He replied that he had seen the men in the department <br />but was not aware of the problem and expressed a willingness to <br />meet with them. Councilmember Beltran requested that the matter be <br />referred to Director Zamora for recommendation and report. <br />sign ordinance <br />Councilmember Bennett stated that to attract and keep businesses in <br />Colton, it was necessary to review the sign ordinance and business <br />fees and to determine how we compare to surrounding communities. <br />With consensus of Council, Mayor Gonzales directed that this item <br />be included in the future joint meeting with the Planning <br />Commission. <br />OMI <br />Mr. David Thornburg, 1201 So. Rancho, said he represented OMI, who <br />has a contract with the City for operation of the wastewater plant. <br />He referred to the June 1993 Amendment, known as F4, stating OMI <br />had been working under a gentlemen's agreement. He said that if <br />staff had no problem with Amendment F4, he wanted approval. Mayor <br />Gonzales remarked that at the last meeting there was discussion of <br />the possibility of the City taking the operation or continuing the <br />contract.
