program as the administrative cost on the program alone is <br />prohibitive. <br />There was lengthy discussion on loans to the general fund or other <br />City enterprises. Director Drews emphasized that it is sound <br />fiscal practice to maintain reserves in the event of any disaster. <br />He indicated that any loans by the Electric Department made to the <br />City's general fund or to its enterprises, bear interest. Director <br />Drews reminded Council that even with the rate increase, the City's <br />Electric Rate remains low if not the lowest in the County. Staff <br />recommended approval of the recommended changes to the Customer <br />Service Policy, including the changes to the Power Cost Adjustment <br />and the rate plan included in the Electric Rates Schedules which <br />reflect an approximate $1.997 million revenue increase beginning <br />July 1, 1994. <br />Motion by Councilmember Cook, seconded by Councilmember Sandoval, <br />to accept staff recommendation and approve Resolution No. R-74-94 <br />passed with Councilmembers Bennett, Cisneros and Beltran voting <br />"No." <br />Electric Utility Director Drews thanked Council and recognized Mr. <br />Thomas Clarke, Assistant Electric Utility Director and Mr. Rob <br />Buell, Senior Energy Services Field Representative, who did a lot <br />of work on this project. <br />Mr. Donald J. Sanders, 1445 N. Teresa Avenue, said that an <br />important issue is improvement of the infrastructure. With rising <br />costs there is a need for a global plan. There is a lot of work <br />needed in District 1 and he inquired on who is to absorb the cost. <br />The City needs to deal with growth. He suggested that the City <br />issue a Request for Quote from businesses. <br />Economic Development Director Gabriel informed that there is a <br />specific plan for the West Valley and Councilmember Sandoval said <br />that staff meets with the County on a regular basis. Mr. Sanders <br />declared that there is a problem with outflow - an information <br />vacuum. Director Gabriel said there is a redevelopment agency <br />established in the West Valley Area, District 1. <br />Mr. Longfield said there is a problem with the 48-hour notice and <br />the anticipated $5 cost. He explained a possible problem with <br />people who exist on disability or social security and the utility <br />pay schedule. Mr. Longfield mentioned that he has had to ask for <br />the Mayor's assistance on late payment. He requested that the <br />office records indicate "disability/social security." Mayor <br />Gonzales explained that staff is obligated to follow the <br />established policy. <br />RESOLUTION NO.
