R-75-94 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON APPROVING DEPARTMENT OF <br />EDUCATION CONTRACTS FOR CHILD CARE <br />SERVICES IN 1994-95. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sewer <br />Interim City Manager Winter indicated that a resolution needed to <br />be prepared for positions listed within the study and that a meet <br />and confer session needs to be conducted on these positions. He <br />modified the written recommendation to read as follows: "...that <br />Council approve the Feasibility Study by Kennedy -Jenks, <br />Consultants; approve the recommended actions Nos. 1 through 16 as <br />found in the implementation schedule and authorize staff to <br />implement the wastewater positions. <br />Water Utilities Manager Lavin reported that as authorized by <br />Council, Kennedy -Jenks prepared a Feasibility Study for the <br />Wastewater Treatment Plant Operations which was approved by the <br />Utilities Commission on May 9, 1994. Manager Lavin informed that <br />the contractor was notified by May 18, 1994 to meet the terms of <br />the existing contract. <br />Motion by Councilmember Sandoval, seconded by Councilmember Rios, <br />to accept staff recommendations as presented by the City Manager. <br />Councilmember Bennett posed questions as to the study regarding <br />charges by OMI, payment of utility bills, possession of a certain <br />truck, use of manpower, efficiencies gained and the amount of <br />savings anticipated. Mr. David Thornburg, Project Manager for OMI, <br />insisted that even though there were meetings, discrepancies still <br />exist. Public Works Director Hutton recalled that the City <br />purchased the truck, with depreciation to take place over a period <br />of five years, and it was the agreed that if the contract was not <br />renewed in October of 1994 that the truck would be turned over to <br />the City. <br />9 <br />
