Motion by Councilmember Cook, seconded by Councilmember Sandoval, to accept and approve staff <br />recommendation. <br />Councilmember Sanders inquired about the number of vacant positions which exist in the general fund <br />and enterprise fund. City Manager Martinez said that the executive secretary position, general fund, <br />in his office is presently vacant. Police Chief Lunsford informed there were two dispatch clerk <br />positions that were vacant. Councilmember Bennett said a management and fiscal study is necessary <br />for a decision based on fact. She urged Council to wait. Councilmember/Director Hutton explained <br />that if the position is not approved, the person currently working in the position would not continue. <br />He reminded that this is a recycling truck and if the position is not filled, the City will not be able to <br />pick up curbside. There is no other truck driver in the recycling division. Director Harmon said there <br />is a vacant truck driver position in the sanitation division. <br />After discussion, the previous motion passed with Councilmember Bennett voting "No." <br />Recreation Leader I <br />Personnel Director Harmon stated there is one vacant part-time hourly position in the Recreation and <br />Human Services Department, Childcare Division. The position became vacant due to the maternity <br />leave of an employee who is expected to return in July 1995. Director of Recreation and Human <br />Services Anstine requested the rehire of an employee recently laid off to temporarily fill the position. <br />The position is subsidized by grant funds which are available for this temporary appointment. <br />Motion by Councilmember Beltran, seconded by Councilmember Hutton to accept and approve staff <br />recommendation. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Efficiency Evaluation <br />City Manager Martinez stated there had been an offer from Mr. Richard Gonzalez to perform an <br />Efficiency Evaluation of the Community Development Department. He reported a meeting with Mr. <br />Gonzalez and Community Development Director Zamora. Mr. Gonzalez was asked to submit his ideas <br />in writing. Director Zamora said he forwarded a letter to Mr. Gonzalez to invite him to further <br />dialogue. Mr. Gonzalez has not responded. <br />Motion by Councilmember Beltran, seconded by Councilmember Hutton, to table this matter. <br />Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Enforcement Responsibility - Smoking.
