Ms. Bonnie Garcia, 198 West L Street, said the City should liquidate its <br />assets. She said the City should not use grant funds, at the Hutton and <br />Luque Centers, such as using a child care grant person to answer the <br />telephones and to perform the job for employees who are no longer there. <br />She charged embezzlement of funds. Recreation and Human Services <br />Director Anstine informed that four hours out of the work day a child <br />care person is placed on call duty to answer telephones which include <br />child care lines. He said there are no stipulations prohibiting this <br />use. <br />Mrs. Genevieve Ruiz, 952 Illinois, said she would pay $5.00 more to <br />eliminate layoffs. She felt there was a plan afoot to eliminate certain <br />positions, such as her husband's position. Her husband, employed in <br />1962, was left with 3 workers and she declared that he deserved better <br />consideration. <br />Mr. Wes Van Hofwegen said he was Assistant Business Manager with the <br />IBEW which represented the electrical workers. He congratulated and <br />commended the action taken on Item 4. He echoed Attorney Robinson's <br />comment against privatization and contracting out the work. Unlike <br />Attorney Robinson, he said he was in a position to demand negotiations <br />and bargaining before adoption of further implementation of any other <br />plans. He found the City has placed the cart before the horse by <br />implementing Phase 1 of the fiscal health plan. He asked that there be <br />no furloughs or layoffs before bargaining or there will be legal action. <br />- Mr. Felipe Ibarra, 1286 Pennsylvania Avenue, said layoffs have taken 25 <br />workers from the recreation department and replaced with people who do <br />not know the youth. With these actions, he said Council now needs to be <br />afraid of its youth. He described this to lighting the fuse of a bomb <br />which is about to explode. Programs previously scheduled have been <br />taken away and the youth feel betrayed. Mr. Ibarra expressed <br />appreciation to Messrs Mireles, Paul and Sandoval for showing him how to <br />express himself. Vowing he and his friends would register to vote and <br />together as one they would make a difference. He said the voters will <br />take back the City of Colton. <br />SBPEA General Manager Chris Prato acknowledged the Council's attempt to <br />try and correct the abuses of the past. He found the motion on the <br />floor was very specific as to dollar amounts which did not match up with <br />the intent of the motion. Referring to attachment 2 of the Plan for <br />Fiscal Health, Phase II, specifically $225,558 representing cuts in the <br />general fund and $59,200 cuts in the enterprise funds, he found the <br />amounts did not appear to cover all the cuts listed on attachment II <br />which excluded the refuse cuts in sum of $65,333. Assistant to the City <br />Manager Daryl Parrish indicated that this number was included in <br />$225,558, under general fund. <br />Mr. Prato maintained there is money out there which has not been <br />pursued. He found that as of December of last year there was a proposal <br />for a city-wide assessment for city park maintenance services which <br />would assess about $50 a year per homeowner and would generate $1.3 <br />5 <br />FEB 2 3 1995 <br />
