City Attorney Biggs announced that City Council would meet in Closed <br />Session under the provisions of Government Code Section 54956.9(b)(2) to <br />discuss a single matter regarding possible exposure to litigation. <br />At 8:12 A. M., Mayor Fulp declared the meeting adjourned to Closed <br />Session. At 8:52 A. M., the meeting reconvened with all Members present <br />as heretofore. <br />City Attorney Biggs reported that City Council met in Closed Session <br />under the provisions of Government Code Section 54956.9(b)(2) to discuss <br />a single matter regarding possible exposure to litigation. There was no <br />reportable action taken. <br />AGENDA REVIEW: <br />City Attorney Biggs read the Rules of Decorum to the assembly regarding <br />the right to address Council, cards, time limitation to 5 minutes with <br />the suggestion that there be a spokesperson who can represent a group. <br />She asked Council for a time limit determination for individual <br />speakers. There was discussion on fixing a time limit for each of the <br />three categories on the Agenda. <br />Motion by Mayor Fulp, seconded by Councilmember Cook, to fix a time <br />limit of one hour for comments. Motion carried with Councilmembers <br />Sandoval and Bennett voting "No." <br />Councilmember Sandoval stated that he has always supported the citizens' <br />right to speak at Council Meetings for as long as it takes. <br />Councilmember Bennett concurred. She stated that the issues to be <br />discussed today are serious and that a one hour limit per item is not <br />adequate. She asked that time be provided as needed. <br />City Attorney Biggs stated that public comment section is not a <br />presentation. Mayor Fulp clarified that individual presentations would <br />receive 5 minutes. <br />Motion by Councilmember Sandoval, seconded by Councilmember Bennett, to <br />advance the Public Comment section to the beginning of the Agenda. <br />Unanimous vote. <br />PUBLIC COMMENT: <br />Mr. Fred Cordova, 190 West "E" Street, said discussion is left wide <br />open. He asked for clarification on how Council will proceed; will <br />there be a motion on each agenda item. If he wanted to address all <br />three items, would he have to submit three cards? Mayor Fulp announced <br />that once the agenda item is called, staff will make presentation and <br />recommendation, to be followed by public comments and finally, Council <br />action. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />2 <br />JAN 21 1995 <br />
