Communication <br />Mr. Charles Jackson, 2568 E. Topanga Way, read a letter as a member of the <br />Utilities Commission; the letter was written by Utilities Commissioner Fred <br />Cordova. The letter requested better communication between the Utilities <br />Commission and Sewer and Water Department staff. Mr. Jackson stated the letter <br />reads that the Director of Public Works refused to return telephone calls and <br />suggested that his workload may be more than he is able to carry; therefore, Mr. <br />Jackson said he supports Councilmember Sanders' proposal. Upon Councilmember <br />Sandoval's request, City Manager Martinez identified the City's form of <br />government wherein the policy makers are part-time and the City Manager and <br />staff are full-time and vulnerable to the political pressures. City Manager <br />Martinez declared that he and the administrative staff share many years of <br />experience and work as a team to present a balanced budget, item by itein, and <br />concluded that actions by the City Council were manageable. City Manager <br />Martinez stated the budget is firmly in place. <br />Mr. Charles Jackson stated he received a utility bill with a $6.99 utility users <br />tax without notice and asked if this is a legal tax. Mr. Jackson asked about <br />the power cost adjustment which varies from month to month. He questioned the <br />legality of such a charge without proper notice to the people and without <br />letting people know where these funds go. He demanded this matter be looked <br />into and the charge be removed from his billing. Mayor Fulp stated the 6% <br />utility tax had the appropriate public input and was voted and passed by the <br />City Council. Mayor Fulp stated the power cost adjustment will be discussed <br />this evening. <br />As Mrs. Ferrante stood to speak, CouncilmeTber Sandoval stated this meeting was <br />not a time for debate. Mrs. Ferrante stated it is her first amendment right to <br />voice her opinions at this meting. Mrs. Ferrante stated, for the City <br />Manager's benefit, that Mr. Hutton as the Public Works Director threatened the <br />public by stating the entire Parks Department will have to be fired. Mrs. <br />Ferrante suggested the City Council should close the Teen Center for five years <br />and use the money for infra -structure. Councilmember Sandoval agreed with her <br />right to speak before the Council but added it may be appropriate to hold <br />comments until the person in question is here. <br />Board and Commission AiDDointments. <br />Councilmember Cook moved, seconded by Mayor Fulp, to appoint Mr. Art Thompson as <br />an advisory member to the City of Colton Traffic Committee for a normal term and <br />to add one adhoc person from the business community assigned by the Chamber of <br />Commerce to the Traffic Committee.
