Travel & Meetings Account from $7,000 to $10,000. There was no
objection.
Motion by Mayor Fulp, seconded by Councilmember Sandoval, to
tentatively approve the City Council budget as amended for Dues &
Publications and Travel & Meetings. Motion carried.
Councilmembers Bennett and Hutton abstained.
City Attorney
City Attorney Biggs presented a third quarter report on the
expenditures for the City Attorney's Office. City Attorney Biggs
informed the report had to be reconstructed due to a computer virus
that destroyed the data base.
The City Council briefly discussed the cost of services provided by
outside counsel provided by Brunick, Alvarez & Battersby who bills
hourly and the fact that City Attorney Biggs is salaried.
Moved by Councilmember Sandoval, seconded by Councilmember Beltran,
to tentatively approve the City Attorney budget. Motion carried.
Mayor Fulp voted "no". Councilmember Bennett abstained.
Citv Treasurer
City Treasurer Williams reported his budget is very similar to last
year. He reported not being able to meet with the City Manager
and the Finance Director. He requested the City Council consider
funding for Professional Services in the amount of $5,000 and
Miscellaneous Expense in the amount of $1,000. This would be the
amounts budgeted last year. Treasurer Williams said the $5,000
would cover such things costs for Disclosure Requirements on Bond
Issues and $1,000 is for conferences or professional education that
is sometimes necessary as part of his job.
Discussion followed on what bank services the City gets charged
for. Treasurer Williams explained that many of the charges are for
Bank of America because that is where the City's payroll passes
through; however, the City does not have any money invested with
Bank of America.
Moved by Mayor Fulp, seconded by Councilmember Cook, to tentatively
approve the City Treasurer budget. Motion carried. Councilmember
Bennett abstained.
Community Development (Revised)
Community Development Director David Zamora presented the Planning
Division budget. Director Zamora reported there is a total
increase to this budget of $1,250, the exclusion of one planning
position; a decrease of $200.00 in Telephone Expense and the
Professional Services Account reflects funding of $30,000 to
address the update to the Housing Element of the General Plan.
