connections in both Colton and Grand Terrace. <br />Staff recommended setting of a joint meeting to hold a public <br />hearing on the setting of sewer rates and connection fees and to <br />authorize the City Treasurer to immediately separate the sewer <br />revenues from the General Fund investment pool; approve Krieger and <br />Stewart as the consulting engineers for the one million gallon <br />plant expansion project. Further, he recommended the withdrawal of <br />the following contract awards: The construction contract made in <br />October 18, 1994 to Mesa Contracting Corp., the award contract to <br />LEMNA made on February 1, 1994 and the award of the consulting <br />engineer contract to Kennedy -Jenks made on March 15, 1994. <br />Finally, Manager Lavin recommended that Council authorize the <br />payment of the design cost to LEMNA in the amount of $34,741 (per <br />the contract) and payment of all outstanding consulting fees. <br />Councilmember/Director Hutton made inquiry about the letter dated <br />March 21, 1995 and its addressee. Mayor Fulp stated he had copy of <br />said letter which was addressed to the City Manager with copy to <br />Director Hutton. Director Hutton said he had not received his <br />copy. <br />About the 75% factor, Councilmember/Director Hutton inquired about <br />a problem with calibration when the City took over the operation <br />from OMI. Manager Lavin agreed that the previous monitoring <br />reports reflected one million gallons more than metered. He agreed <br />that, since the calibration in 1994, the monitoring reports have <br />not been at 75% Counci lmember/ Director Hutton declared that if the <br />monitoring reports had reflected readings below 75% was it not true <br />that the City would be in compliance with the Water Board <br />requirements at this time. Manager Lavin agreed. <br />Councilmember/Director Hutton stated the City had already submitted <br />to the Water Board a set of plans for the secondary treatment <br />plant. He indicated that the City had purchased nine acres from <br />the Coello family and that the Water Board has had a set of plans <br />for expansion for the Colton water treatment plant, since former <br />City Manager Leslie Stratton was employed by the City - with the <br />intent of building a conventional wastewater facility. Manager <br />Lavin agreed plans had been submitted one and a half years ago. <br />Councilmember/Director Hutton said that at the Regional Board <br />meeting of April 7, 1995, the Board only had LEMNA information and <br />did not mention the Krieger and Stewart plan for conventional <br />facility. Manager Lavin said that both plans had been delivered to <br />the Water Board. Mayor Fulp said that he had attended the April 7, <br />1995 meeting and found that Regional Board's vote was not for plan <br />but for lack of implementation plan and for lack of money to <br />support such plan. Manager Lavin agreed. <br />In answer to Counci lmember/ Director Hutton's question, Finance <br />Director Vega reported that the audit report of June 30, 1994 <br />reflected $10 million which included assets and cash.
