By continuing to cut good employees, the City is going to be
eliminated. He asked City Manager Martinez if the same strong
effort that he demonstrated in eliminating positions is also going
to demonstrated in bringing in new revenues.
City Manager Martinez replied that in December, staff presented
additional revenues to the Council that included a utility fee,
Adams Advertising, False Alarms, Parking Citations, Alarm Permits,
Park Assessment, Paramedic Assessment, increased Business License,
and host of other proposed revenues. In January the same
presentation was made and the Council at that time directed that
administration continue to work on the premise that the $4.0
million in revenue from the sale of the mobile home park was going
to come in. The City is supposed to run evenly matching revenue
with expenditures. It is not an enterprise fund and it is not to
tax the citizens to make money to have money left over. Staff was
never directed to pursue revenues. City Manager Martinez stated
since that time, Councilmember Hutton has provided some direction
and it is being pursued with zeal.
City Manager Martinez said with regard to the organization, there
were people who were working smart, some who were working hard and
some people who were not working and that is what the public was
seing.
Mr. Dorman asked the Council
revenue. He stated he worked in
this affects him as a taxpayer.
Hidden Canyon Estates
why it was prolonging acting on
Colton and he lives in Colton and
Mr. Steve Henderson, 304 Prado Lane (Hidden Canyon Estates),
addressed the Council saying that in his area, there are 30
residents who have homes that are flooded and the people don't know
what to do about it. The homes were leaking so bad there are 8
inches of water in the sunken living rooms. Mr. Henderson told of
their plight with the homes in this development and the problems
with the developer. Mr. Henderson said the majority of the people
in this tract voted for Mayor Fulp. They know that Councilmember
Bennett lives in this tract and want them to assist them with their
construction problems before the developer and bank skip town.
Mr. Henderson said he would like to see the blueprints of his
house, to see if permits were given for this house as he feels the
permits should never have been approved. Councilmember Bennett
asked if it was possible to have staff contact Mr. Henderson and
follow through with his request. City Manager Martinez replied
"Yes".
Councilmember Bennett asked the City Attorney if there was anything
further that the City could do. City Attorney Biggs responded
"Unfortunately no". The City can make available its blueprints and
4
MAD 0 7 1995
