Moved by Councilmember Cook, seconded by Councilmember Hutton, to <br />approve the Consent Calendar, except for Nos. 8, 11, 12 and 3. <br />Motion carried with Councilmember Bennett absent due to illness. <br />Item 3 - Bid <br />Mr. Roy Perez said he represented RP Landscape & Irrigation, a <br />local vendor interested in doing business in Colton. He found that <br />the prior contractor was from Anaheim and said the landscape areas <br />have not been well maintained. Noting recent layoffs, RP Landscape <br />& Irrigation, he said, had five openings and could put people to <br />work. He reported his company currently maintained over 170 acres <br />for San Bernardino, including Seccombe Lake, Carousal Mall, City <br />Hall and Mt. View medians. To provide ongoing maintenance, he <br />emphasized that the landscape contractor should have a local <br />office. <br />Councilmember Sandoval requested that Agenda Item 3 be pulled to <br />allow staff input. Mayor Fulp asked about the $15,000 difference <br />between his bid and the lowest bidder. Mr. Perez held that his <br />company's prices were low. He pointed out that since his business <br />is a local business,it would provide good professional service. <br />Assistant to the City Manager Parrish stated that the low bidder's <br />references to other cities, similar to ours, were very good. He <br />indicated that the lowest bidder is located in Pomona and are large <br />r enough and close enough to deliver the services. They would be <br />held accountable to the City. <br />Councilmember Hutton asked why the low bidder held a business <br />license under J&R Landscaping Maintenance, Inc. Mr. Raul Farias <br />said he was in partnership with another person and the partnership <br />had dissolved five years ago. Mr. Arias said he now had a <br />different license and his business had a different name. <br />Motion by Councilmember Sandoval, seconded by Councilmember Hutton, <br />to reject all bids. <br />Councilmember Sanders expressed concern about the areas of neglect. <br />Assistant to City Manager Parrish informed that the City Council <br />can extend the current contract with the contract contractor. <br />City Attorney Biggs said that while it is true there may be a need <br />to reward local business she cautioned there is a need to be <br />careful in the selection/bid process. Councilmember Sandoval said <br />he wanted to be assured that the marketplace had been searched and <br />the best of four responses had been obtained. Assistant to the <br />City Manager Parrish assured that the best selection had been made <br />via the bid process. <br />Motion to reject all bids carried with Councilmember Sanders voting <br />"No" and with Councilmember Bennett absent due to illness. <br />4 <br />OCT 17 1995 <br />
