CITY COUNCIL SPECIAL MEETING <br />MARCH 30, 1995 <br />In accordance with notice duly and legally given, a Special Meeting <br />of the City Council was held on the above given date at 4:00 p.m., <br />in the Council Chambers of City Hall, Mayor Fulp presiding. <br />ROLL CALL: <br />Councilmembers present were Sandoval, Bennett, Cook, Sanders, <br />Beltran and Mayor Fulp. Also present were City Manager Martinez, <br />City Attorney Biggs and City Clerk Ramos. Absent was Councilmember <br />Hutton. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />CONTINUING COMPREHENSIVE CONSIDERATION OF FISCAL HEALTH PLAN <br />RECOMMENDATIONS AFFECTING_ STAFFING. REVENUES AND SERVICES AND <br />REVIEW OF FISCAL EFFECTS OF PLAN AS IMPLEMENTED TO DATE. <br />City Manager Martinez reported on the Addendum to the Fiscal Plan. <br />Mr. Martinez said the items in the plan are those familiar to the <br />Council and previously discussed with the exception of one new <br />revenue source. City Manager Martinez reviewed the salient points <br />as follows: <br />1. Revenues were reviewed to determine if they were coming in <br />as forecasted. Through this review it was discovered that the <br />$4 million shortfall anticipated, had increased to $4.407 <br />million. The increase is due to a shortfall in the property <br />taxes and a downturn in the economy. Staff is concerned <br />enough that it would like to return with an update sometime in <br />May. <br />2. The revenue that is proposed will be presented in detail <br />by Electric Utility Director Clarke. The revenue proposed is <br />anticipated to generate $1/2 million between now and June 30. <br />This revenue will address the gap being experienced in FY <br />1994-95. Other revenues have been looked at. The <br />opportunities are very good for FY 1995-96. <br />3. The expenditure side was also reviewed and staff is <br />recommending some additional cuts. The recommendations are <br />listed in the attachment to the staff report. <br />City Manager Martinez recommended very strenuously that Council <br />accept the recommendations outlined in the staff report and that it <br />give staff direction. City Manager Martinez reiterated that staff <br />would return by May 1, 1995 and update the Council as to revenues <br />and expenditures. <br />1 <br />MAR G 19P5 <br />
