COLTON CITY COUNCIL and REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
MINUTES
FEBRUARY 13, 1996
An adjourned regular meeting of the Colton City Council and Redevelopment
Agency was held in the Council Chambers of City Hall on the above given date
starting at 6:05 p.m., with Mayor Fulp presiding.
FLAG SALUTE
Mayor Fulp led the assembly in the Pledge of Allegiance.
ROLL CALL
Present were Council Member John C. Hutton, Council Member Betty L. Cook,
Council Member Deirdre Bennett, Council Member Donald Sanders, and Mayor
George V. Fulp. Also present were City Attorney Biggs, City Manager Nabar
Enrique Martinez, and City Clerk Malik Freeman. Council Members Beltran and
Sandoval were absent.
Mayor Fulp suggested changing the order of the agenda by considering public
comments, the City Treasurer's report, Financial Report, then Mid -year Budget
Review. The balance of the agenda will be considered after the Mid -year
Budget Review. This would include Consent Calendar items.
PUBLIC COMMENTS
Mr. Fred Cordova, Colton, pointed to recent news coverage regarding the debt
owed by the City of Colton. He reasoned that the City of Colton owns its own
utilities, and the debt owed is to its utilities. He wondered why the debt is not
forgiven and stop scaring the citizens. He noted that corporations can allow
subsidiary corporations to go into debt. The corporations will often forgive the
debt, refund it and it can start with a clean slate. City Attorney Biggs said she
would investigate internal loans and report to the City Council. Mayor Fulp said
he will place this item on the agenda for the first meeting in March.
CITY TREASURER'S REPORTS AND RECOMMENDATIONS
City Council Minutes - February 13, 1996 Page 1
