(5) Waiver of Fee - Grant Waiver of Fee as Requested by Colton Youth Basketball League for Use of Neighborhood Services Department Gym Facility. Dave Evans, Colton resident and Colton Youth Basketball League President, explained this is a new league and financial assistance is needed to continue. He appealed to businesses and citizens and to Council about resources. He thanked the Parks & Recreation Commission for their recommendation for facility use. Councilmember Sanders made a motion to approve staff's recommendation with a modification that this be a two-year agreement with an incentive where the League would give the City $7,000 within 60 days after entering into the second year. Second by Councilmember Bennett. Motion carried with Councilmember Hutton absent. City Attorney Biggs will develop a Facility Use Agreement which would include Council's recommendation for the November 5, 1996 Council Meeting. Mayor Fulp made a personal contribution of $1,000 to the Colton Youth Basketball League - (6) Police - Approved COPS More 96 Grant Application and Appointed One Grant Funded Crime Analyst. (7) Water/Wastewater - Approved Completion of Sewer Main on Mt. Vernon Avenue. (8) Council Meeting Time Change - Waived Full Reading and Passed Second Reading of Ordinance Amending Chapter 2.04 Establishing the Time of the City Council Meetings, ORDINANCE NO. 0-30-96. Motion by Councilmember Beltran, seconded by Councilmember Hansen, to approve and adopt the Consent Calendar except for Items 1, 3 and 5. Motion carried with Councilmember Hutton absent. MAYOR AND COUNCIL ITEMS: Board and Commission Appointments Mayor Fulp nominated Lee Jahn for the appointment to the Community Facilities District Commission, as the Mayor's Representative.
