I Zonina Variance Richard and Florence Swinnerton, 5109 Central Avenue, Riverside, owners of business property in Colton since 1960, requested a parking variance. Their business at that location was served by a 17 -foot parking area on the street in front of the building. There is no land to put a parking lot as the freeway off -ramp traversed the property. In a recent attempt to sell the property, the purchaser, a motorcycle shop, was refused a business permit because there was no off-street parking. The matter was referred to the City Manager and Community Development Director Zamora, for written report and recommendation, for a Council meeting in January, to include options on whether to maintain restrictions, grant the variance or sale to a public agency. Fiesta Village Mr. Steve Anderson, Colton resident, commented on dark and boarded -up condition of Fiesta Village. Taormina Coml2any Mr. Steve Anderson commented on the alleged breach by the City of its Contract with Taormina Company. CONSENT CALENDAR: (1) Minutes Motion/Second by CM Sanders/Bennett for Approval of Regular Meeting Minutes of November 19, 1996, on condition that there be a review of Page 8, to include any action corrections to the reported vote on Fulp v. City Clerk; Young v. City of Colton; Turner v. FuIQ and Peoqle-v. Beltran. Further, that there be a review of Page 9 and the correction to the word "miscellaneous." Motion carried with CM Chastain, Sandoval and Mayor Gaytan abstaining upon Legal Counsel advice. (2) Warrants Approval of Warrant Register dated December 5, 1996, consisting of six pages; Payroll Warrants Register dated December 3, 1996, consisting of ten pages; Payroll Warrants Register, dated December 4, 1996, consisting of one page as recommended by the Director of Finance.
