1 (15) PULLED FOR DISCUSSION. <br />Motion by Councilmember Cook, seconded by Councilmember Beltran, to <br />approve the Consent Calendar, except for Items Nos. 4, 51 61 71 81 <br />10, 11 and 15. Unanimous vote with Councilmember Sandoval absent. <br />Item 28 - Mid -Year Budget Review <br />Anticipating discussion on mid -year budget would be lengthy, Mayor <br />Fulp, with consensus of Members of the City Council, continued Item <br />28, along with Items Nos. 4, 5, 61 7 and 8, to Tuesday, February <br />13, 1996, at 6:00 P. M. <br />Councilmember Beltran said he would not be able to attend the <br />meeting on February 13, 1996, as he would be out of the country on <br />IVDA business. <br />Item 10 - Public Hearing - Funding CDBG Proiects <br />H_em15 - Public Hearing - West Valley Specific Plan <br />Mayor Fulp indicated that discussion on these items would be <br />lengthy and suggested that a time and date certain, apart from the <br />regular meeting date, would be appropriate. In answer to <br />Councilmember Sanders' inquiry, regarding deadlines and <br />Councilmember Cooks' inquiry regarding notice to the community, <br />Community Development Director Zamora stated that the deadline for <br />submitting necessary information with the County was February 28, <br />1996 and stated that legal publication would be done by the City <br />Clerk. <br />Motion by Mayor Fulp, seconded by <br />public hearing for Items Nos. 10 <br />1996 at 5:00 P. M. Unanimous <br />absent. <br />Item 11 - Annexation <br />Councilmember Beltran, to set the <br />and 15 on Wednesday, February 21, <br />vote with Councilmember Sandoval <br />Mayor Fulp inquired if anyone had discussed this matter with the <br />City of Loma Linda. Community Development Director Zamora answered <br />that negatively. Councilmember/Public Works Director Hutton said <br />that the proposed annexation was commonplace. He indicated that <br />the action sought was to relieve the tax burden, on behalf of the <br />City of Colton, for property it owns located in another <br />jurisdiction and within Colton's sphere of influence. <br />With no objection from Council, Mayor Fulpts suggestion that he and <br />Councilmember/Director Hutton make a courtesy call to the City of <br />Loma Linda, to tell them of the City's plan, was approved. <br />Motion by Mayor Fulp, seconded by Councilmember Bennett, to approve <br />and adopt a resolution authorizing staff to proceed with the <br />annexation process for the parcel of land (retention basin) located <br />3 <br />F E B 0 t) 1996 <br />
