If"there <br />was -no.= lan <br />P , tl she -suggested it ,.was . in ._the beast interest of... the <br />City to keep the Utility Tax in place. <br />Mr. Steve Anderson, Colton, said the furloughs mentioned, and <br />crises the City is in, were all scare tactics of the liberal tax <br />and spender crowd and it was his belief that the City would not <br />buy it. He said he had sent out a mailer and had received <br />responses from many people. Most notably, he talked to Father <br />McNally of the Immaculate Conception Church, who could not be <br />Present this evening and said Mr. Anderson could speak for him on <br />this issue and his words were .we just can't trust you with this <br />money, <br />Mr. Anderson said that $2.1 million was anticipated from the tax <br />and that his request for a list, breaking downwhatwas appropri- <br />ated and actually -spent, had not been provided by Finance Direc- <br />tor Anna Vega, as promised. He declared this money was not used <br />for the debt, as pointed out by Mayor Fulp, and it had not been <br />used in good faith. He said it was unfounded to say the City was <br />in crisis as the City was waiting for an audit to present the <br />fiscal picture_ If justification for the tax was <br />�r <br />suggested that their support was Presented:, he <br />door a pp possible; but decried a back <br />approach for the tax. He <br />questioned how many of the employ- <br />ees actually lived in Colton --a subject which was part of cam- <br />paign issues along with the massive overtime of the Fire Depart- <br />ment. He declared this tax illegal, as pointed out by case law, <br />and he demanded rebates. He expressed disappointment with <br />District Five's representative for not presenting the subject of <br />rebates. He suggested methods for rebates. He said he pastored <br />a church and raised a family in this community and was not rich. <br />He said that Father McNally pa,stored people, as a priest. <br />Mr. Anderson complained about the five-minute limit to speak and <br />asked what ordinance allowed it. <br />Mayor Fulp declared Mr. Anderson's remarks directed to <br />Councilmember Bennett as inappropriate. He informed that the 5 <br />i <br />minute limit rule was part of the Ru -les and Decorum Procedure as <br />adopted by City Council in 1986. City Attorney Biggs confirmed <br />adoption on December 16, 1986 and identified the rule as D-4 <br />whichshequoted. <br />Ms. Joanne Knowles, Highland, said she was an employee of the <br />Citand felt <br />Y compelled to <br />p .speak,. especially after Mr. Anderson's <br />speech, As -a 17 -year employee, she recalled that Christmas of <br />1994 was one of the worst as the City faced a crisis and had to <br />r lay-off 85 employees.
