Financial Advisor Tom DeMaris spoke about the refunding of bonds and the potential savings to be realized, namely, CFD 87-1 at $115 per parcel; CFD 88-1 at $63 per parcel; and, CFD 89-1 at $36 per parcel. Attorney Warren Devan referred to the special tax refunding bond; bond indenture; acquisition agreement; escrow agreement and the escrow fund. Motion/second by CM Sanders/Bennett to adopt the Resolutions for the three CFDs authorizing issuance of Special Tax Refunding Bonds and approving the form of the Bond Indenture, Escrow Agreement, and Acquisition Agreement, in connection with refinancing of certain public capital improvements, RESOLUTIONS NOS. R-128-96; R-129-96 and R- 130-96. (9) Finance Approve and Adopt the resolution directing the City Clerk to Record a Notice of Special Tax Lien, RESOLUTION NO. R-131-96. (10) Bid (11) Bid After discussion, motion/second by CM Hutton/Hansen to award the bid, in the amount of $190,717.50, for seven vehicles for the Police Department and two vehicles for the Fire Department to Robert Loud Ford carried with Mayor Fulp absent. After discussion, motion/second by CM Hutton/Hansen to award the bid for various departments to Robert Loud Ford in the amount of $85,553.50, to Tom Bell Chevrolet in the amount of $48,925.92, Bob Wondries Ford in the amount of $45,188.20 and Victor Buick GMC in the amount of $31,728.07 carried with Mayor Fulp absent.
