SPECIAL COUNCIL MEETING <br />MARCH 20, 1996 <br />A Special Meeting of the City Council of the City of Colton was <br />held at 8:20 P.M., on the above -given date in the Council Cham- <br />bers of City Hall, located at 650 North La Cadena Drive, Colton, <br />California, Mayor Fulp Presiding. Notice of Special Meeting was <br />given on March 18, 1996, in compliance with Government Code <br />Section 54956. <br />ROLL CALL: <br />Councilmembers present were Hutton, Hansen, Bennett, Cook, <br />Sanders, Beltran, and Mayor Fulp. Also present were City Manager <br />Martinez, City Attorney Biggs, and Deputy City Clerk Delgado. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />1. Presentation and Review of the Request For Proposal (RFP) <br />Regarding Provision of Sanitation Services for the City of <br />Colton. <br />City Manager Martinez stated that Consultant Richard Tagore-Erwin <br />of R.W. Beck would be making a brief presentation and then be <br />available to answer any questions that Council may have. Mr. <br />Tagore-Erwin introduced Special Legal Counsel Constance Hornig. <br />Mr. Tagore-Erwin, reported that the RFP's were given to Council <br />on Monday. He stated he received some feedback from haulers who <br />requested clarification on minor issues. His presentation <br />included the important issues which were pertinent to the City: <br />Term of Agreement - 7 year Period; Personnel - Existing Employ- <br />ees; Services - Customer Service Requirements, Disposal and <br />Processing by the City; Fees - Rate Increases; Miscellaneous <br />Service Provisions - Transition Fee, Acquisition of City Collec- <br />tion Equipment; Records & Reporting - AB 939; Disclosure - <br />Vendors to be treated equally throughout the whole process. <br />Mr. Tagore-Erwin briefly reviewed each section of the RFP which <br />included: Introduction Section, Background Section, General <br />Provisions Section, Service Requirements Section, Performance <br />Standards Section, General Instruction Section, Evaluation & <br />Selection Process Section, and Forms Section. <br />Mayor Fulp prefaced his line of questions by stating that late in <br />1995 Council and Management came to the conclusion that the <br />1 <br />MAR 2 0 1996 <br />
