SPECIAL COUNCIL MEETING MARCH 20, 1996 A Special Meeting of the City Council of the City of Colton was held at 8:20 P.M., on the above -given date in the Council Cham- bers of City Hall, located at 650 North La Cadena Drive, Colton, California, Mayor Fulp Presiding. Notice of Special Meeting was given on March 18, 1996, in compliance with Government Code Section 54956. ROLL CALL: Councilmembers present were Hutton, Hansen, Bennett, Cook, Sanders, Beltran, and Mayor Fulp. Also present were City Manager Martinez, City Attorney Biggs, and Deputy City Clerk Delgado. CITY MANAGER REPORTS AND RECOMMENDATIONS: 1. Presentation and Review of the Request For Proposal (RFP) Regarding Provision of Sanitation Services for the City of Colton. City Manager Martinez stated that Consultant Richard Tagore-Erwin of R.W. Beck would be making a brief presentation and then be available to answer any questions that Council may have. Mr. Tagore-Erwin introduced Special Legal Counsel Constance Hornig. Mr. Tagore-Erwin, reported that the RFP's were given to Council on Monday. He stated he received some feedback from haulers who requested clarification on minor issues. His presentation included the important issues which were pertinent to the City: Term of Agreement - 7 year Period; Personnel - Existing Employ- ees; Services - Customer Service Requirements, Disposal and Processing by the City; Fees - Rate Increases; Miscellaneous Service Provisions - Transition Fee, Acquisition of City Collec- tion Equipment; Records & Reporting - AB 939; Disclosure - Vendors to be treated equally throughout the whole process. Mr. Tagore-Erwin briefly reviewed each section of the RFP which included: Introduction Section, Background Section, General Provisions Section, Service Requirements Section, Performance Standards Section, General Instruction Section, Evaluation & Selection Process Section, and Forms Section.
