Motion failed for lack of a second. <br />CM Cook expressed her support for keeping sanitation services in- <br />house but also agreed that a plan was necessary. Discussion <br />continued with additional input from CM Hutton, CM Bennett, CM <br />Beltran, and CM Hansen. <br />CM Hutton left the dais at 9:10 P.M. <br />Jean Ferrante, Colton resident, referred to the $1.7 million <br />revenue income and the projected $2.5 for the fiscal year and <br />believed that Ms. Vega should be able to confirm these amounts. <br />She commented on the good service received from the sanitation <br />division and that service is just as good and even better than <br />Jack's. Mayor Fulp, and CM Sanders responded and commented. <br />Fred Cordova, Colton resident, stated he has not seen the RFP and <br />his concerns related to how the citizens would be educated. He <br />informed Council that Jack's disposal furnished sanitation trucks <br />when ours broke down at no cost to the City. He asked how much <br />would it cost the City if Jack's Disposal would bill the City for <br />the use of his truck for 10 days? Mr. Cordova supported the <br />concept that sanitation should be kept in-house and management <br />should do a study as to cost after the RFP's are submitted. He <br />pointed out that the RFP and/or a study of keeping sanitation in- <br />house should have gone before the Utilities Commission. <br />Charles Jackson, Colton resident, suggested to Council to table <br />this agenda item for two weeks to give CM Hutton time to come up <br />with a plan and if none is submitted then continue with the RFP <br />process. He indicated that figures previously submitted to the <br />people who made this report were invalid and now we have figures <br />verified by the Finance Director that are correct figures that <br />show a profit and never has he seen documents that sanitation has <br />had a loss of more than $50,000 a year. He concluded that the <br />sanitation department has been charged higher administrative <br />services than other enterprises. Mayor Fulp responded and <br />commented. <br />CM Bennett made a motion to authorize R.W. Beck to create a plan <br />for in-house sanitation services. She stated there is a need for <br />comparison and wanted to include in this motion to have an ad-hoc <br />committee which would include the employee who has created a <br />proposal to keep it in-house and any other member who would like <br />to serve on it. CM Cook commented on the motion. Mr. Tagore- <br />Erwin responded and commented. CM Bennett withdrew her motion. <br />3 <br />MAR 2 0 1996 <br />
