Government Code Section 54956.9(b), to confer with Legal Counsel regarding one matter of Pending Litigation, City of Colton vs. Steward, the City Attorney having recused herself from that discussion. She reported that she understood that no reportable action was taken on that matter. City Attorney Biggs stated that the City Council had met in Closed Session, pursuant to Government Code Section 54957, regarding the following personnel matters: Performance evaluation, City Manager; performance evaluation, City Attorney and public employment, Assistant City Manager. She reported that no action was taken with regard to performance evaluation of the City Attorney; however, with regard to the City Manager and with regard to the Assistant City Manager, action was taken, by unanimous vote of the Council, to place City Manager Malik Freeman and Assistant City Manager Daryl Parrish, on paid administrative leave, and relieve them of their duties until further action of the Council. Motion was made by CM Sandoval and seconded by CM Hutton. She reported that Council directed that Gracie Harmon immediately step into the position of Acting City Manager for the time being.
